On December 4, according to the bulletin of the Khanh Hoa Provincial Hydrometeorological Station, in the past 24 hours (from December 3 to December 4), the whole province has had moderate to very heavy rain, concentrated in the western mountainous areas.
The common rainfall was 50120 mm; some measuring stations had heavy rain such as Khanh Hiep 206.8 mm, Da Nhim hydropower plant 137.6 mm, Son Thai 133.8 mm.
In that situation, specialized agencies warned that some communes and wards are at risk of flooding 0.52.0 m deep, low-lying areas may be flooded above 3.0 m during the day and night of December 4.
In response to the danger forecast, Chairman of the Provincial People's Committee Tran Phong requested the People's Committees of communes, wards and special zones to continue to inspect and review areas at high risk of flash floods, landslides and prolonged deep flooding; proactively deploy the relocation and evacuation of people to safe places according to the "4 on-site" principle.
Areas that have been warned by specialized agencies at a dangerous level must urgently complete evacuation before floods become more complicated.
Regarding response work, military, police, medical forces and departments, branches and sectors are required to prepare forces and means of response; at the same time, prepare plans to support food, temporary accommodation, and medical care for people when situations arise.
The Chairman of Khanh Hoa province also directed the Resolutely handling according to regulations for cases of non-compliance, deliberately staying in dangerous areas to ensure absolute safety for people's lives.
Reservoir management units are assigned to adjust and reduce discharge, regulate appropriately to cut down on flood peaks, minimizing the risk of flooding in downstream areas.
Some lakes have begun to regulate to reduce pressure on the flow downstream; the time and flow of regulation are publicly announced so that localities can promptly grasp and implement the population protection plan.
Local authorities need to increase information and propaganda to people about the danger level of low-lying areas, guide self-assurance plans, and coordinate with organizations and unions to transport and receive people to safe places.
