Lao Dong Newspaper has reported on the prolonged flooding situation at Km15+200 National Highway 279 section passing through Tan Bac Industrial Cluster (CCN), Nam Kham village, Tan Trinh commune, Tuyen Quang province.
The water level rises after each heavy rain, there is no drainage, causing stagnation, causing traffic disruption and seriously affecting the lives of dozens of households. This situation has been going on for more than 2 weeks.
On July 23, in an exchange with a reporter from Lao Dong Newspaper, Ms. Mai Thi Niem - Chairwoman of Tan Trinh Commune People's Committee said that the locality has coordinated with units to expand drainage culverts and clear the flow.
After handling, the temporary flooding situation is no longer there. Currently, vehicles can circulate normally," the leader informed.
Regarding this issue, on July 22, Tuyen Quang Provincial People's Committee issued document No. 5732 on continuing to handle the flooding situation in Tan Bac Industrial Cluster area, Tan Trinh commune.
Accordingly, after considering the proposal of the Department of Construction, the Chairman of Tuyen Quang Provincial People's Committee said that the review results are only an initial assessment; there is not enough basis to fully conclude the causes and extent of impact of each factor.
Not comprehensively assessing the suitability of survey, design, construction, acceptance, completion documents and the management and operation process of the drainage system.
Responsibilities of relevant organizations and individuals have not been clearly defined as a basis for considering and handling according to regulations.
The Chairman of Tuyen Quang Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to comprehensively review the survey, design, appraisal, construction, supervision, acceptance, completion and operation management dossiers of the Tan Bac Industrial Cluster Infrastructure project.
Coordinate with the actual situation and survey results to fully assess the suitability of the drainage system with the terrain, hydrological conditions, and flow direction of the area.
Fully identify the direct, subjective, and objective causes leading to the flooding situation at Km15+120 National Highway 279.
Assessing the relationship between the investment and construction process of Tan Bac IC and the flooding situation and arising damage (if any).
Clarify the responsibilities of investors, survey and design consulting units, appraisal units, construction contractors, supervision units, management and operation units, and related organizations and individuals.
Propose handling measures according to the provisions of law for existing problems, errors, and violations (if any).
While the overall handling plan is not completed, the Department of Construction is assigned to direct relevant units to regularly maintain the inspection and clearing of the drainage system.
Proactively arrange forces, vehicles, signs and measures to ensure traffic safety.
Assign the Provincial Construction Investment Project Management Board to continue to implement urgent solutions to ensure drainage and prevent the recurrence of flooding.
Survey, measure, develop a plan to handle the overall drainage system in the area; fully determine the volume, cost and implementation roadmap.
Tan Trinh Commune People's Committee continues to coordinate in implementing solutions to prevent the recurrence of flooding and ensure traffic safety.
The Department of Construction is responsible for urging and summarizing the implementation results, and reporting to the Provincial People's Committee in July 2026.
Previously, on July 20, the Department of Construction of Tuyen Quang province inspected the flooded area in Tan Trinh commune. Initial inspection determined that during the construction of Tan Bac Industrial Cluster, the dumping of soil and rocks affected the drainage system, leading to localized flooding at Km15+120 National Highway 279.
