The Ho Chi Minh City People's Committee has just issued a document agreeing with the proposal of the Department of Construction on the Detailed Plan for the implementation of Component Project 2: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province), under the public-private partnership (BOT contract) method.
The Chairman of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Construction as a focal point to urge and coordinate with relevant departments, branches and units to implement on schedule. In case of arising difficulties or problems beyond their authority, the Department of Construction must promptly report and propose to the Ho Chi Minh City People's Committee for consideration and direction on handling.
Relevant departments, branches, localities and units must prioritize resources and focus on completing assigned tasks to ensure project progress.

The section of National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge is nearly 6 km long, and is a vital route connecting Ho Chi Minh City with the former Binh Duong Province.
However, the road surface is currently only 19 - 27 m wide, often seriously congested, especially during rush hour.
This section of National Highway 13 will be expanded to 60 m, which is 2-3 times higher than the current one.
About 3.2 km of the middle of the route will be used to build an elevated road (overpass) with a scale of 4 lanes, designed speed of 80 km/h.
Below, the two sides of the route will have parallel roads with 3 lanes on each side, with a maximum speed of 60 km/h, serving mixed-use vehicles.
The project will also build two two-way underpasses at the Binh Loi and Binh Phuoc intersections, helping to separate traffic flows, reduce traffic conflicts and increase traffic capacity for the entire route.

The total investment of the entire project is nearly 21,000 billion VND, including two components. Component project 1 (compensation, support, resettlement) is about 14,619 billion VND in Ho Chi Minh City budget capital.
Component project 2 (construction, investment and expansion) is over VND 6,281 billion under the BOT contract.
According to the detailed plan of the Ho Chi Minh City Department of Construction, the progress of the National Highway 13 expansion project is as follows:
Quarter IV/2025: Complete the preparation, submission for appraisal and approval of the feasibility study report.
Quarter I - early Quarter II/2026: Organize bidding to select investors and sign BOT project contracts.
Quarter III/2026: Prepare, submit for appraisal and approve construction designs to be implemented after the basic design.
Quarter IV/2026: Selecting a contractor and starting construction.
2028: Complete and put the project into exploitation and use.
The expansion of National Highway 13 not only helps end the prolonged traffic jams at the Northeast gateway area but also increases regional connectivity, contributing to the completion of the city's transport infrastructure network.
