The Office of the Ho Chi Minh City People's Committee has just issued a notice of the conclusion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc after a meeting to listen to the progress report of the An Phu intersection construction project.
Mr. Nguyen Van Duoc emphasized that this is a project with a particularly important position and role in connecting traffic between the eastern provinces and Ho Chi Minh City. However, the project implementation progress is still slow compared to requirements.

The reason is that the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) does not closely monitor and resolutely handle weak construction contractors; the direction and operation work is still limited.
In addition, the capacity of some construction units has not met requirements. At the same time, the State management role of the Ho Chi Minh City Department of Construction and related departments is not yet decisive.
According to Mr. Nguyen Van Duoc, the above existing contents need to be seriously learned from experience, avoid repeating similar situations, and focus on directing and operating so that the project can be completed and put into operation according to the set plan.

The Chairman of the Ho Chi Minh City People's Committee agreed with the solutions proposed by the Traffic Department in Official Dispatch No. 6105/BQLDAGT-DA2 dated August 23, 2025.
At the same time, the Traffic Department will make a commitment according to each content on the proposed progress and be responsible to the Chairman of the Ho Chi Minh City People's Committee and the Standing Committee of the Ho Chi Minh City People's Committee for the commitment; focus on directing and implementing the completion according to the progress milestones to reduce traffic congestion in the intersection area.
In particular, the Traffic Department must complete and open the N2 bridge branch to traffic before December 31, 2025. At the same time, the HC1-02 underpass will be completed before January 15, 2026.
The Traffic Department said that after nearly 3 years of construction since the end of 2022, the An Phu intersection project (total capital of more than VND 3,400 billion) has reached more than 70% of the volume.
Of which, the N2 bridge branch (for vehicles turning right from the Ho Chi Minh City - Long Thanh expressway to Mai Chi Tho street, towards Vo Nguyen Giap street) has reached 55% of the volume. The project is being constructed simultaneously with three main points, focusing on completion to open to traffic by the end of this year.

The HC1-02 underpass is 760 m long, with a scale of 4 lanes in both directions, directly connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway with Mai Chi Tho road (towards the Saigon River tunnel), with a total investment of more than 340 billion VND.
Currently, the project has reached about 73% of the volume, with 7 construction teams operating continuously. The Traffic Department said that from October 2025, the progress of the underpass will be accelerated when infrastructure problems, especially the relocation and reconstruction of the D400 water pipeline and 12 power cables, are resolved.
The Traffic Department said that the operation of the N2 bridge branch and the HC1-02 underpass is expected to help reduce traffic pressure by about 80% at the An Phu intersection.
In addition to these two items, branches of N3, N4 bridges (connecting Mai Chi Tho - Dong Van Cong) and N1, N1,3 bridges (left from Mai Chi Tho to Ho Chi Minh City - Long Thanh Expressway) are also being accelerated, expected to be completed before June 30, 2026, thereby basically solving the congestion at the eastern gateway of the city.
