The dispatch clearly stated that according to information from the National Center for Hydro-Meteorological Forecasting and the Bac Bo Hydro-Meteorological Station on the development of storm No. 9, at 4:00 a.m. on September 24, the center of the super typhoon was at about 21.3 degrees North latitude; 114.3 degrees East longitude, in the northern sea of the North East Sea, about 650km east of Mong Cai (Quang Ninh).
The strongest wind near the center of the super typhoon is level 15-16 (167- 201km/h), at a speed above level 17; moving in the West Northwest direction at a speed of about 20km/h. From the night of September 24 to the end of the night of September 26, in the Northern region, Thanh Hoa and Nghe An, there will be heavy to very heavy rain with common rainfall of 100-250mm, locally over 400mm.
Beware of heavy rain causing urban flooding and low-lying areas; flash floods on small rivers and streams, landslides on steep slopes; due to the influence of storm circulation, it is necessary to be on guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm.
It is forecasted that from the morning of September 25 to September 26, Hanoi city will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms: the total rainfall in the northern part of the city is generally from 70-130mm, some places over 200mm; the city center and the western and southern areas of the city are generally 80-150mm, some places over 250mm; on September 25, the wind will gradually increase to level 4-5.

To proactively respond to storms, heavy rains, thunderstorms, tornadoes and risks of flash floods, landslides, and inundation to ensure the safety of people's lives and property of the People and the State, the Chairman of the Hanoi People's Committee requested directors, heads of departments, branches, and sectors of the City, and Chairmen of People's Committees of wards and communes to continue to focus on directing the timely and effective implementation of the response to storm No. 9.
Organize monitoring, assessment, grasp the situation, proactively, promptly direct and deploy measures to respond to natural disasters and incidents according to functions, tasks, and authority with the highest determination, proactiveness at the highest level, and foresee the worst scenario, avoid being overwhelmed or surprised, and above all, aim to ensure the safety of people's lives. Concentrating on the following tasks:
Chairmen of People's Committees of wards and communes: Continue to closely monitor warnings, forecasts and developments of weather and natural disasters to regularly notify and provide timely guidance to people to proactively prevent, respond and overcome the consequences of minimizing damage caused by natural disasters and incidents.
Focus on leading and directing the implementation of measures to respond to super typhoons, in which it is necessary to focus on: ensuring the safety of people's lives, especially the elderly, children, students and other vulnerable groups;
Protect houses, warehouses, workshops, headquarters of agencies, units, educational and medical facilities, dyke systems, reservoirs, infrastructure works, production and business activities, especially agricultural production with the motto "green house is better than old fields"; review plans, be ready to organize evacuation and relocation of residents to ensure safety before storms, deploy rescue work when bad situations occur.
Organize and arrange forces to control travel, direct traffic, guide traffic, limit people to go out during storms and thunderstorms before storms; control and guide at culverts, spillways, deep traffic routes, fast-flowing water, and roads with incidents or at risk of landslides; prepare forces, resources, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Hanoi City Power Corporation coordinates with the Department of Industry and Trade to ensure power infrastructure, promptly fix power incidents, ensure adequate and safe power supply to serve production and daily life of the people; prioritize power supply to domestic pumping stations to serve drainage and prevent flooding.
The Department of Construction shall preside over and coordinate with Hanoi Green Tree Park Company Limited, localities and related units to increase means, human resources, and equipment to be ready to immediately handle fallen trees to ensure safety and smooth traffic in the city.
The Chief of Office of the City Civil Defense Command coordinates with the competent authorities of the City's Departments, branches and sectors to closely monitor the situation, proactively review response scenarios, be ready to coordinate and mobilize forces and means to support localities in responding to natural disasters and incidents according to assigned functions and tasks.
