Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just issued a document directing the implementation of the Resolution of the Ho Chi Minh City People's Council on the investment policy for the project to complete the Go Cong intersection and the branch connecting Hanoi Highway to Ho Chi Minh City Ring Road 3.
This is a key transport project of the Eastern region, with a total capital of more than VND 12,400 billion from the Ho Chi Minh City budget, approved by the City People's Council at the end of August 2025.

The project includes the opening of the road from the Tram 2 intersection ( Xa Hanoi Road) to the Go Cong intersection (Ring Road 3 - Nguyen Xien intersection), divided into three sections, from 107 to 120 m wide.
Although the road has been cleared and is more than 100 m wide, the city will soon build two parallel routes, with a total of 6 lanes (3 lanes on each side). The land fund in the middle is kept for future expansion reserves.
Go Cong intersection is designed as a level cross-section, including 4 floors combined with a roundabout, with branches N1, N2, N3, N4 (each branch has 2 lanes). The project will also build a 4-lane overpass on Ring Road 3.
The project also builds an overpass at the intersection of Le Van Viet and D1 streets (6 lanes); Go Cong canal overpass (6 lanes); Trau Trau canal overpass (7 lanes).
The project is divided into 2 parts, of which component 1 (Compensation, support, resettlement) costs about 7,111 billion VND. It is expected to reclaim land from 458 households, of which 218 households have been cleared, 240 households have been partially cleared.
Component 2 (complete investment in Go Cong intersection and branch connecting Hanoi - Go Cong Highway) cost about 5,329 billion VND.
According to the plan, compensation and site clearance will be carried out from the fourth quarter of 2025 to the fourth quarter of 2026. The project is expected to start construction in the first quarter of 2027 and be completed in the fourth quarter of 2028.
To ensure progress, the Chairman of the Ho Chi Minh City People's Committee assigned the Traffic Construction Investment Project Management Board (Traffic Board - investor) to coordinate with the People's Committees of Tang Nhon Phu, Long Binh, and Long Phuoc wards to urgently adjust the zoning plans, as a basis for approving component project 1 (compensation, support, and resettlement).
At the same time, the Traffic Department must promptly implement the project's architectural competition, make a detailed plan and promptly report when there are difficulties beyond its authority; at the same time, proactively propose to allocate enough budget capital for the project to be implemented on schedule according to the law.
The Department of Construction is responsible for inspecting and supervising the implementation, ensuring that the project is in accordance with the general planning of Ho Chi Minh City until 2040, with a vision to 2060. The Department also guides investors to complete procedures for project preparation, appraisal, and approval, report to the City People's Council for balance and allocation of additional capital in 2026, to avoid procedures being delayed and affecting progress.
The Department of Agriculture and Environment shall preside over and coordinate with relevant units to speed up compensation and site clearance procedures, especially for measurement and counting.
The People's Committees of Tang Nhon Phu, Long Binh, and Long Phuoc wards urgently adjust and update the related planning, and submit it to competent authorities for approval to ensure the overall progress of the project.
