On July 6, Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just issued a decision on the transfer and appointment of Mr. Dao Ngoc Duc - Deputy Secretary of Ba Dinh Commune Party Committee for the term 2025 - 2030, Chairman of Ba Dinh Commune People's Committee for the term 2026 - 2031, to hold the position of Deputy Director of Thanh Hoa Provincial Department of Agriculture and Environment.
Before being transferred and appointed as Deputy Secretary of the Party Committee, Chairman of Ba Dinh Commune People's Committee, Mr. Dao Ngoc Duc used to hold the positions of: Chief Inspector of the Department of Natural Resources and Environment (old) and Director of the Thanh Hoa Provincial Land Registration Office.
The transfer and appointment of Mr. Dao Ngoc Duc was carried out based on Notice No. 1012-TB/TU dated July 1, 2026 of the Standing Committee of Thanh Hoa Provincial Party Committee on personnel work and the proposal of the Director of the Department of Home Affairs in Official Dispatch No. 1059/TTr-SNV dated July 2, 2026.
Thanh Hoa Provincial Department of Agriculture and Environment was established on the basis of merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment. When officially operating from March 1, 2025, Thanh Hoa Department of Agriculture and Environment has 571 civil servants, 517 public employees and 77 contract workers.
At the time of announcing the arrangement, the Board of Directors of Thanh Hoa Department of Agriculture and Environment included 9 people, including 1 Director and 8 Deputy Directors. After the arrangement, the department reduced 7/24 departments and equivalents, reduced 3/25 public non-business units directly under it; the total number of civil servants, public employees and employees is 1,165 people.
By November 2025, Mr. Le Van Tien, then a Provincial Party Committee member, Deputy Director of the Department of Agriculture and Environment, was appointed to hold the position of Director of the Department of Agriculture and Environment of Thanh Hoa province, replacing Mr. Cao Van Cuong who was transferred and appointed to hold the position of Vice Chairman of Thanh Hoa Provincial People's Committee.
