The People's Council of Cao Bang province, term XVII, has passed Resolution No. 12/2025/NQ-HDND on amending and supplementing a number of articles in regulations on the authority to decide on purchases under the procurement budget of agencies and units in the province.
According to the new resolution, the purchasing authority is clearly regulated for state administrative agencies, the Fatherland Front and socio-political organizations, mass associations, as well as Party agencies under the Provincial People's Committee, Commune and Ward People's Committees.
These units will apply the same authority for purchasing goods and services as state administrative agencies.
The Resolution also excludes cases of public asset procurement that have been adjusted in Resolution No. 121/2024/NQ-HDND of the province.
A notable new point is that the Chairman of the People's Committee of the commune or ward is given the authority to decide on the procurement of packages or procurement content with a value of less than 10 billion VND for agencies and units under his management.
For agencies and units under provincial departments, branches and sectors, the authority is assigned to the head of the agency to decide on the procurement of a package with a value of less than 1 billion VND.
In addition, public service units under the People's Committees of communes and wards will also apply the level of 10 billion VND when the Chairman of the People's Committee of communes and wards approves the procurement.
Resolution 12/2025/NQ-HDND takes effect from July 19, 2025. The packages previously approved under Resolution No. 44/2024/NQ-HDND continue to be implemented according to the provisions of the Law on Bidding.
