Mr. Nguyen Chi Linh - in charge of the Hong Ha Registration Center facility - said that the software for issuing electronic certificates in the morning was sometimes congested due to overload. "The system encountered data transmission errors, result updates errors and was not synchronized to issue certificates, causing the processing progress of dossiers to slow down" - Mr. Linh informed.
The center is forced to temporarily stop receiving new cars in addition to the number that has been divested early to wait for remediation. According to Mr. Linh, when the software operates stably, the registration time will be reduced to about 20-30 minutes for cars and 30-35 minutes for trucks.
According to a representative of Registration Center 50-05V, the most notable change is that the emission test is tightened. For gasoline-powered cars, in addition to measuring at low engine speeds as before, now it is necessary to add the step of measuring at high engine speeds, making the engine evaluated in more strict conditions.
This upgrading is considered to have the strongest impact on old vehicles, trucks and tractor-trailers. However, if vehicles are maintained periodically, use the right fuel and maintain good technical condition, the possibility of meeting inspection is still high.
Many car owners admit that the increase in maintenance costs is a pressure, but most agree that emission cuts are an inevitable trend in the context of increasing air pollution. In addition, many drivers expect that digitalized inspection data nationwide will help management agencies have a practical basis to build more objective and flexible traffic policies, such as traffic diversion based on actual emissions instead of applying rigid bans.
Both the vehicle registration agency and drivers believe that digitizing procedures brings "double benefits": the State is more convenient in management and supervision; people no longer worry about preserving, losing or damaging documents as before.

Transportation enterprises divide maintenance vehicles into rotating groups
Mr. Nguyen Thanh Loc - owner of a transport business in Ho Chi Minh City - said that the unit is managing nearly 60 trucks from 1.5 to 15 tons, of which about 40% are vehicles over 10 years old.
“We cannot let many vehicles fail registration at the same time. Since the beginning of February, the company has divided the vehicle fleet into groups, rotating maintenance to avoid delivery interruptions,” Mr. Loc said.
According to Mr. Loc, the cost of repairing and replacing components for diesel trucks is quite high. Some vehicles with signs of large emissions are put under special monitoring, even calculating liquidation plans if they are no longer economically efficient.
Recorded at many garages in Ho Chi Minh City, the number of cars coming for emission inspection has increased significantly in recent days. Mr. Vo Thanh Trung - owner of a garage in Binh Thanh ward - said that many customers request to measure emissions before registration.

From March 1st, registration centers issue electronic registration certificates nationwide. Electronic certificates are digital versions with full legal validity, stored synchronously on the system of the Vietnam Register. People can access the website vr. org. vn, enter the license plate and the last 6 characters of the frame number for reference.
After operation, the system will return the PDF file integrating the digital signature and seal of the registration facility. People can download it to their phones, computers or print it on paper to present when requested by functional forces.
According to records, the entire equipment system at registration units in Ho Chi Minh City has been updated to the latest software version, to ensure that the inspection process takes place synchronously, accurately and in accordance with regulations.
