Since January 1, 2025, Ninh Binh province has completed the arrangement of a number of district and commune-level administrative units in the province, period 2023 - 2025. Accordingly, Ninh Binh province currently has a natural area of 1,411.86 km2, population size of 1,126,443 people.
Ninh Binh province currently has 7 district-level administrative units (including 5 districts and 2 cities), a decrease of 1 district-level administrative unit compared to before. The whole province of Ninh Binh has 125 commune, ward and town-level administrative units (including 98 communes, 21 wards and 6 towns), a decrease of 21 communes, 1 town and an increase of 4 wards.
When administrative units are reorganized and officially put into operation from January 1, 2025, people living in the newly adjusted localities will have changes in their place of birth, permanent residence, temporary residence on documents related to identity cards, criminal records, social insurance, health insurance, degrees, driver's licenses, land use right certificates, savings books, etc. Similarly, businesses and production and business establishments will also change their addresses on their business registration certificates, tax registrations, seals, etc. This is something that many people are interested in and wondering about.
Speaking with Lao Dong Newspaper reporters, Mr. Bui Thien Thi - Chairman of Hoa Lu City People's Committee (a newly established administrative unit based on the merger of Ninh Binh City and Hoa Lu District) said that Article 21 of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023 - 2030 stipulates the conversion of documents for individuals and organizations.
Accordingly, documents issued by competent authorities to individuals, citizens and organizations before the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used.
“After the arrangement of administrative units, people and businesses can be completely assured because they can still use valid information and documents to handle administrative procedures. To facilitate transactions, if people and businesses need to change documents, they should contact the one-stop department at the local level for instructions on how to do it,” said Mr. Thi.
The People's Council of Ninh Binh province also issued a Resolution on the exemption of certain fees and charges in the case of converting documents due to changes in administrative boundaries in Ninh Binh province under the decision-making authority of the People's Council of the province.
The subjects of application are individuals, organizations and enterprises that convert documents due to changes in administrative boundaries when arranging administrative units at district and commune levels in Ninh Binh province.
Regulations on exemption from collection of certain fees and charges such as: business registration fees for households, cooperatives, and cooperative unions; fees for granting certificates of land use rights, house ownership rights, and assets attached to land; fees for appraisal of dossiers for granting certificates of land use rights, house ownership rights, and other assets attached to land.
This Resolution takes effect from January 1, 2025. The Ninh Binh Provincial People's Council assigns the Provincial People's Committee to organize the implementation of this Resolution. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and the Provincial People's Council delegates supervise the implementation of this Resolution.
