Thai Binh Provincial Police has just held a conference to disseminate Plan No. 183a/PA-CAT-PV01 of the Provincial Police on strengthening crime prevention and ensuring social order and safety before and after not organizing district-level police; Instruction No. 01/HD-BCA-C01 of the Ministry of Public Security on reviewing, collecting statistics, handing over, receiving and preserving the system of books, records, documents, evidence, objects and electronic data in the field of criminal proceedings.
Speaking at the conference, Colonel Pham Manh Hung - Deputy Director, Head of the Investigation Police Agency, Thai Binh Provincial Police - requested to unify awareness and action to resolutely implement the policies, plans, and directives of the Ministry of Public Security and the Provincial Police on crime prevention to each leader, commander, and officer.
Accordingly, all leaders, commanders, and officers must always maintain political courage, work with peace of mind, absolutely not be distracted, work at a low level, or interrupt the working process; ensure not to be sudden or passive in any situation.

thoroughly grasping and implementing Plan No. 183a/PA-CAT-PV01 of Thai Binh Provincial Police, Colonel Pham Manh Hung requested the professional departments to continue to strengthen the work of grasping the situation, ensuring good management of the situation in the whole province and in each locality; coordinate and guide the districts to review and have a plan to hand over and receive work and scientific documents, quickly, correctly, fully, and remove difficulties and inadequacies.
For the district-level police, continue to direct the strengthening of the work of grasping the situation; promptly investigate and verify to immediately resolve cases and incidents that occur in the area according to authority; absolutely do not be negligent, subjective, loose management, leave areas and subjects vacant, do not receive or handle reports and denunciations of crimes.
Strengthen the management of officers and soldiers, especially the commune-level police; inspect, review, and comprehensively compile statistics on all aspects of work as required by the provincial police, and provide guidance from professional departments in the spirit of "clear people, clear work, clear addresses, clear responsibilities, clear data, and results"; proactively develop and complete handover plans to promptly implement immediately after the official decision is made, not to lose or lose records and documents.
For the commune-level police, focus on promoting propaganda and crime prevention; strictly managing the area and subjects; calling to deter, identify, and identify prominent subjects; actively propagate and warn about methods and tricks of criminal activities; maintain closed patrols and controls in the area.
At first, when not organizing district-level police, the professional departments of Thai Binh Provincial Police promoted their main role, commanding the organization to grasp the comprehensive and in-depth situation according to the theme and field within the whole province with the spirit of both doing their job well and "comparting" with commune-level police.
Each unit must have a clear decision to assign responsibilities to each leader, commander, investigation and reconnaissance officer in charge of the area at the district and commune levels; strengthen direction, professional guidance, and support the police force at the commune level.
