Among the projects about to start construction, Metro Line 2 (Ben Thanh - Tham Luong) has received great attention and expectations from the people. Approved in 2010 with a total investment of nearly VND47,900 billion (more than 2 billion USD), the project has missed deadlines many times. Currently, the entire site has been handed over, Ho Chi Minh City is focusing on relocating technical infrastructure. The Ho Chi Minh City Urban Railway Management Board (MAUR) has approved a consulting package of more than 175 billion VND to prepare a feasibility study report on adjustment and technical design, while supporting the bidding for the main construction packages.
At the same time, the city worked with Truong Hai Group ( Thaco) - an investor interested in the project to agree on an implementation plan. The goal is to start construction at the end of 2025 and complete by 2030.
In October 2025, Ho Chi Minh City will start construction packages for two sections of Ring Road 2 with a total capital of more than 13,800 billion VND. The sections include from Phu Huu Bridge to Vo Nguyen Giap Street (3.5km) and from Vo Nguyen Giap to Pham Van Dong (2.8km), expected to be completed on April 30, 2027.
Another major project is the Ho Chi Minh City - Moc Bai Expressway, nearly 51km long, with a total investment of more than VND 19,600 billion. In October 2025, the city will start construction of the construction package of component project 2 using state budget capital; and the main route will be implemented in March 2026 under the BOT form with a capital of about VND 10,400 billion. The entire route is expected to be completed by the end of 2027. At the same time, the project to expand the access road from An Phu intersection to Ring Road 2 will also start in October 2025. The project is expected to be completed in 2027, synchronized with the An Phu intersection, contributing to connecting to Long Thanh airport.
The Nguyen Khoi bridge and road project is nearly 5km long, with a total investment of more than VND 3,700 billion, and will start construction in November 2025 and be completed by the end of 2027. The project includes 2.5km of bridge and 2.3km of road, contributing to reducing congestion and creating a new traffic axis connecting the South with the city center.
According to the Ho Chi Minh City Department of Construction, the total road length of the city has now exceeded 5,100km. However, the infrastructure is under serious overload pressure due to the increase in private vehicles. After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City manages more than 12.7 million vehicles, including about 1.4 million cars and 11.3 million motorbikes. Currently, the city records 24 points with a high risk of congestion.
In the short term, from now until 2030, many key projects will be completed and put into operation such as: Closing Ring Road 2, Ring Road 3, An Phu intersection, My Thuy... In addition to the Ho Chi Minh City - Moc Bai Expressway, the city also promotes investment in Ring Road 4 and is preparing to expand National Highways 1, 13, 22 and the North - South axis road, to unblock traffic gateways.
Major projects such as Thu Thiem 4 Bridge, Can Gio Bridge, Binh Tien Bridge and Road, and the expansion of Trung Luong and Long Thanh - Dau Giay Expressway will also be implemented, strengthening connectivity to key areas.
Ho Chi Minh City aims to complete at least 7 more sections and routes with a total length of 355km by 2035, while developing a metro network of 510km in the next 10 years. When the metro system is synchronized with the bus network, the city's public transport can meet 50-60% of travel needs, thereby reducing congestion and limiting pollution.
