Over the past time, administrative procedure reform associated with digital transformation in the field of social insurance (BHXH) in Ninh Binh has been implemented synchronously from the provincial level to the grassroots level. Through this, many online public services and digital utilities have been put into operation, contributing to improving the quality of service for people and businesses.
In the context of implementing the 2-level local government model, Ninh Binh Provincial Social Insurance has proactively prepared conditions on human resources and facilities, ensuring that the industry's activities in the area take place continuously and without interruption.
The receipt and settlement of administrative procedures for organizations and individuals is carried out through the one-stop-shop department at the Provincial Public Administration Service Center and at the commune level. Dossiers are received on centralized and interconnected electronic one-stop-shop software. At the same time, they are received through the National Public Service Portal, the Vietnam Social Insurance Public Service Portal and through public postal services.

Ninh Binh Provincial Social Insurance also publicly discloses administrative procedures on the unit's electronic information portal and lists them at the one-stop-shop of the provincial Social Insurance and grassroots Social Insurance. This creates favorable conditions for people and businesses in registering to participate and resolve social insurance, health insurance (HI), and unemployment insurance (UI) regimes.
Notably, the total number of administrative procedures under the jurisdiction of Ninh Binh Provincial Social Insurance is currently 25 procedures. Of which, 23 procedures are full online public services, 2 procedures are partial online public services. Dossiers and results of administrative procedure resolution are digitized and stored electronically 100%.
The rate of electronic social insurance transaction records reached 82.32%. In which, the field of collecting social insurance, health insurance, and unemployment insurance reached 94.03%; the field of issuing social insurance books and health insurance cards reached 26.86%; the field of implementing social insurance policies reached 65.84%. These results contribute to reducing dependence on paper records, gradually moving towards a paperless working environment.
Along with that, Ninh Binh Provincial Social Insurance regularly reviews and restructures procedures, reduces dossier composition, and strengthens data reuse to shorten processing time and reduce travel costs for people and businesses.

Digital transformation and administrative procedure reform in the field of social insurance have helped people and businesses save time and costs. Procedures and dossiers are public and transparent on the system, helping people and businesses directly look up processing progress.
It can be affirmed that digital transformation in the field of social insurance in Ninh Binh is creating clear changes. Online and interconnected public services are increasingly effective. Participant data is standardized at a high level, the application of citizen identification cards and non-cash payments is strongly expanded. These results contribute to improving service quality, increasing transparency, reducing administrative procedures, and gradually building a modern and professional social insurance system, putting people and businesses at the center" - Mr. Hoa emphasized.
