Recorded in Nam Dinh ward (Ninh Binh province), on the morning of July 1, buses to pick up cadres, civil servants, public employees and workers began rolling from the headquarters of the Provincial Party Committee and People's Committee of Nam Dinh province (old) to the headquarters of the administrative agency in Hoa Lu ward (Ninh Binh province).
According to the registration list, there were 515 people using shuttle buses on the first day. At the pick-up point in Nam Dinh ward, 12 45-seat vehicles are arranged.


Ms. Bui Thi Le (officer of the Department of Construction) said: "To prepare for the working day when the merger was announced, I woke up earlier than usual to go to the People's Committee of Nam Dinh province (old) to take a bus to Hoa Lu ward headquarters for work. To feel secure starting my first working day at the new location after the merger, I have arranged my family work in advance. We go to work further but have a bus to pick us up, so it is more convenient."
Previously, the People's Committee of Ninh Binh province issued a plan to pilot the reception of cadres and civil servants from Nam Dinh ward and Phu Ly ward to work in Hoa Lu ward from July 1 to July 31, 2025 (excluding Saturdays, Sundays and holidays).
The location is concentrated at the headquarters of 3 large agencies or the cultural center, where there is a large space, convenient for parking.
From August 1 to December 31, 2025, the number of vehicles will increase to 15 vehicles in the morning and 15 vehicles in the afternoon, continuing to 3 time frames, to meet the travel needs of officials after the merger.
The cases that are given priority for shuttle by vehicle include: cadres, civil servants, public employees, female workers; people with young children; people with houses 45km or more from the new headquarters in Hoa Lu ward; people who regularly go to work by motorbike.
In case there are still seats after welcoming all priority subjects, the vehicles will receive other officers and civil servants.
This option is considered a timely support solution in the process of arranging and transferring cadres after the merger of 3 provinces: Ha Nam, Nam Dinh, Ninh Binh to become the new Ninh Binh province.
