The Ministry of Agriculture and Environment has issued a document responding to voters in Hung Yen province after the 9th Session of the 15th National Assembly.
Accordingly, voters recommended focusing on investing in transportation systems, in-field irrigation, and equipment for agricultural production.
Regarding this content, the Ministry of Agriculture and Environment said that in recent years, the State has issued many mechanisms and policies on investment in infrastructure works and equipment for agricultural production.
These include a number of current mechanisms and policies such as organizations and individuals using irrigation products and services responsible for investing in the construction of small-scale irrigation works and in-field irrigation works.

The Government has issued Decree No. 77/2018/ND-CP regulating support for the development of small-scale irrigation, in-field irrigation and advanced, water-saving irrigation.
Accordingly, the Government assigned the Provincial People's Councils to issue specific regulations on the support level of each policy according to the budget balance capacity and arrange annual funding for implementation.
Clause 1, Article 26 of the 2023 Law on Cooperatives stipulates: "Supporting investment in developing infrastructure and equipment for cooperatives, cooperatives, and cooperative unions to serve production activities...".
Clause 1, Article 8 of Decree No. 98/2018/ND-CP of the Government on policies to encourage the development of cooperation and linkage in the production and consumption of agricultural products stipulates.
Decree No. 112/2024/ND-CP of the Government detailing rice-growing land stipulates: The State supports localities in rice production, support funds are used for repair, maintenance and maintenance of agricultural and rural infrastructure works in the commune.
The State invests in developing infrastructure (priority invests in irrigation works, transportation) for high-yield and high-quality rice growing planning areas.
Thus, the State has basically issued full mechanisms and policies on investment in transportation systems, in-field irrigation, and equipment for agricultural production.
According to the local report, the People's Councils of Thai Binh and Hung Yen provinces (before the merger) have not issued a Resolution specifically regulating the support level of each policy as prescribed in Decree 77/2018/ND-CP.
Therefore, the Ministry of Agriculture and Environment proposed that the National Assembly Delegation of Hung Yen province recommend the People's Committee of Hung Yen province to submit to the Provincial People's Council to issue regulations on the level of support for the development of small-scale irrigation, in-field irrigation and advanced, water-saving irrigation in the province.
