Accordingly, from March 1, 2025, Lao Cai Provincial Police will receive documents for issuing, exchanging and reissuing road mechanical driving licenses of all kinds (including in person and online on the National Public Service Portal).
Lao Cai Provincial Police will organize the reception of documents for issuance, re-issuance, testing, issuance, and exchange of driving licenses in Lao Cai province at the location: Lao Cai Provincial Public Administration Service Center (Tran Hung Dao Avenue, Bac Cuong Ward, Lao Cai City).
Administrative procedures for granting and exchanging driving licenses will not change when transferred between the Ministry of Transport and the Ministry of Public Security.
People can completely complete the normal procedures for granting and exchanging driving licenses as at the current direct reception point or through the National Public Service Portal.
When people need it, it will be done in two forms: directly or online.
In case the driving license is integrated with 2 classes but the person is having the right to use the driving license of one class revoked, the decision to sanction administrative violations in the field of road traffic shall be submitted to be changed to the remaining class.
In addition, people who want to change their driving license to a lower level must clearly state in the application for changing or reissuing their driving license and be responsible for the declaration content.
The fee for each time of changing or reissuing a driving license directly is 135,000 VND, through online public services is 115,000 VND/issuance.
People will receive results after 5 days from the date of receipt of the application. Driver's license information is updated on VNeID and the Traffic Police Department's driver's license information lookup page after 3 days of receiving the application.
Major Tran Van Trung - Officer of the Traffic Police Department of Lao Cai Provincial Police said: "As soon as receiving the task of receiving documents and issuing and exchanging driving licenses, the traffic police force deployed detailed tasks for each department to guide, receive and resolve documents for people as quickly as possible, creating conditions for people not to have to wait long".
