Implementing Plan No. 332 dated December 10, 2025 of Hanoi City People's Committee on solving "bottleneck points" of urban order, building communes and wards to ensure discipline and urban civilization, Cua Nam Ward Police have proactively advised the Ward People's Committee and Steering Committee 197 to develop specific plans. In which, handling violations of traffic order, urban order, and sidewalk encroachment is identified as the focus.
Therefore, right from the beginning of 2026, the unit has reviewed the area, grasped the situation of small-scale business operations; and at the same time promoted propaganda and mobilized small traders to comply with regulations, creating consensus before deploying handling. The goal is to complete and completely resolve urban order "bottlenecks" before April 30, 2026.
Recorded on the morning of April 20 at the Hai Ba Trung - Tran Thanh Tong intersection area, in just one hour of deployment, the Order Police Team led by Lieutenant Colonel Phan An handled many cases of cars stopping and parking in violation of regulations; and at the same time propagated and reminded many other cases of violating traffic vehicles.
On Ngo Quyen street (area of the Ministry of Industry and Trade headquarters, PVcombank bank...), functional forces continue to inspect and handle cases of parking on sidewalks and roads.
According to Lieutenant Colonel Phan An - Head of the Order Police Team of Cua Nam Ward Police, from the beginning of 2026 to now, the Ward Police have fined nearly 2,000 cases of violations related to traffic safety, urban order and environmental sanitation.
Lieutenant Colonel Phan An said that Cua Nam ward concentrates many central and city agencies, with a large volume of people coming to work, while infrastructure, especially parking lots, does not meet the needs. In addition, the area has many central-level hospitals, and emergency situations often arise, making the parking of vehicles not yet in accordance with regulations. For special cases, functional forces prioritize propaganda, reminders, and guidance; and at the same time work with agencies and units in the area to rectify the compliance awareness of officials and employees.
Currently, the situation of sidewalk encroachment business in Cua Nam ward is basically controlled, reaching about 90-95%. However, there are still some small cases recurring, functional forces will continue to patrol, combine mobilization and strict handling to raise people's awareness..." - Lieutenant Colonel Phan An emphasized.
Synchronizing solutions, towards sustainability
Cua Nam Ward Police resolutely handle acts of sidewalk encroachment and illegal parking; and at the same time increase "cold fines" through camera systems. On the morning of April 20 alone, the force made records of 4 cases of violating cars.
Implementing the direction of the leaders of Hanoi City Police, the goal is that by April 30, 2026, Cua Nam ward must complete the definitive handling of "bottleneck points". To achieve this, the unit promotes the application of technology such as smart surveillance camera systems, recording images to serve fines; receiving feedback through iHanoi and VNeID applications.
In addition, the unit proposed that the Ward People's Committee continue to review and supplement legal parking spots. The "duplicate parking lot" model taking advantage of schoolyards on weekends is being effective, contributing to reducing traffic pressure in the central area.
In the field of urban order, Hanoi City Police have been and are promoting the work of detecting and handling violations through camera surveillance systems and direct feedback from people. In March 2026 alone, functional forces "cold fines" 3,900 cases, totaling more than 4.3 billion VND.
As a result, many streets have been renovated and more spacious, the urban appearance has had positive changes; the situation of encroaching on sidewalks and roadways for business and illegal parking has been gradually curbed; the compliance awareness of a part of people and business households has been clearly improved. This result shows the synchronous and synchronous involvement of the entire political system, of which the police force is the core.
