Attending and directing the conference were Senior Lieutenant General Nguyen Ngoc Lam, Deputy Minister of Public Security; Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Ninh province; Mr. Le Van Anh, Vice Chairman of the Provincial People's Committee.
In 2025, the Provincial Police deployed 21 peak periods and campaigns in various fields. The police force focuses on absolutely protecting the safety of Party and State leadership groups; 35 international high-level delegations and 48 events taking place in the area.
The work of Party building and force building has been promoted, and internal solidarity and unity has been maintained.
Promoting the standing role of the Provincial Steering Committee 138 and Quang Ninh Police has promptly advised the Provincial Party Committee, People's Council, and Provincial People's Committee to implement the resolutions, directives, and conclusions of the Central Committee and national programs on crime prevention and control and social evils.
Solutions to reduce crime are implemented drastically, not allowing the formation of dangerous criminal gangs or complex social evils.
In particular, criminal offenses have decreased by 14.07%; 5.9% of cases and 7.4% of drug-related offenders compared to 2024.
The rate of investigation and discovery of cases reached 85.99%, of very serious cases or more reached 100%. Receiving and handling 100% of reports and denunciations about crimes, completing the settlement of 93.4%.
With outstanding achievements, in 2025, Quang Ninh Police was awarded the "Emulation Flag for National Security" by the Ministry of Public Security; 1,526 collectives and individuals were awarded at all levels, including 1 Heroic Group of the People's Armed Forces, 2 collectives and 8 individuals were awarded the President's Medal of Military Exploit, the Fatherland Protection Medal of all ranks.
Senior Lieutenant General Nguyen Ngoc Lam and Vice Chairman of the Provincial People's Committee Le Van Anh acknowledged, commended and congratulated the outstanding achievements of the Quang Ninh Police, affirmed the important contributions of the force in ensuring security and order, effectively serving the economic, cultural and social development of the province. This is a solid premise for development in the coming term.
2026 is identified as a year of special significance. The comrades directed the Quang Ninh Police to focus on unifying awareness, innovating leadership methods, improving the effectiveness of security and order assurance work, promoting the spirit of solidarity and determination to make breakthroughs. The force needs to do a good job of grasping and forecasting the situation, proactively advising the province; promoting effective prevention and combating all types of crimes; improving the quality of basic professional work and state management of security and order.
Based on the requirements and tasks of ensuring security and order and building the People's Public Security force, the Provincial Police launched the emulation movement for National Security in 2026 with the slogan of action: "Quang Ninh Police follow Uncle Ho's teachings - innovate thinking, improve knowledge - be disciplined, modern - discipline, loyalty - for the Party, for the people - firmly enter the new era".
The emulation movement aims to reduce at least 10% of the number of social order crimes; build at least 30% of communes, wards, and special zones free of drugs; control traffic accidents to reduce 5% of all three criteria of number of cases, number of deaths, number of injuries; control the number of fires, prevent level III fires or more.
On this occasion, many collectives and individuals of the Quang Ninh Police force were awarded Certificates of Merit by the Government, Emulation Flags, Certificates of Merit by the Ministry of Public Security and the Provincial People's Committee for their outstanding achievements in the emulation movement.
