On the morning of October 31, the Border Guard of Quang Binh province said that they had just helped a patient cross the flood to get to the emergency room at night.
At around 8:30 p.m. on October 30, the working group of Ngu Thuy Border Guard Station (Border Guard of Quang Binh province) received a request for support in taking a patient to a higher level for emergency treatment from Le Thuy District General Hospital.
The patient is Mr. Do Trong Luc (81 years old, residing in Xuan Giang village, Kien Giang town, Le Thuy district).
At this time, the road around the hospital was still flooded, the working group brought a canoe to approach.
But then the floodwaters on the road receded quite quickly, the canoe stopped at a location about 2km from the ambulance parking lot on Highway 1. The border guards took turns carrying the patient on their backs and walking to the ambulance parking lot.
Mr. Luc was then taken by car to the Vietnam - Cuba Dong Hoi Friendship Hospital for treatment.
By the morning of the same day, most of the floodwaters in Le Thuy district had receded from residential areas. Some low-lying areas were still flooded.
