Speaking at the Conference, Deputy Minister Le Cong Thanh said that in order to protect the environment in the new period with many changes in the international and domestic context, the National Environmental Protection Plan has set out viewpoints on environmental protection, emphasizing ensuring consistent principles, not trading the environment for economic development, respecting natural laws, developing the economy with green economic thinking, circular economy, low-carbon economy to minimize waste generation, towards the goal of net emissions of "0" by 2050; ensuring openness and flexibility, preventing environmental problems early and from afar; proactively preventing, controlling, overcoming pollution and improving environmental quality, protecting areas with sensitive environmental factors to limit impacts on the environment and human health.
With these viewpoints, the Plan identifies the general goals of proactively preventing and controlling environmental pollution and degradation; restoring and improving environmental quality; preventing degradation and improving the quality of biodiversity, in order to ensure the people's right to live in a clean environment; orienting the establishment of protected areas, nature reserves and biodiversity; forming centralized waste treatment areas at national, regional and provincial levels; orienting the construction of a national and provincial environmental monitoring and warning network; developing sustainable socio-economic development towards a green economy, circular economy, low-carbon economy, in harmony with nature and environmentally friendly, proactively responding to climate change.
According to the Deputy Minister, to achieve the set goals, the main tasks that need to be implemented focus on: Minimizing environmental impacts from socio-economic development activities; promoting effective management of domestic solid waste, industrial solid waste, and hazardous waste; managing, improving and enhancing environmental quality; conserving nature and biodiversity and promoting sustainable growth models.
"The plan also provides solutions for implementation, including: strengthening propaganda, raising awareness of environmental protection; perfecting mechanisms, policies, legal systems, organizational apparatus, promoting administrative procedure reform; strengthening the implementation of policies, laws and financial investment for environmental protection; promoting the application of science and technology, innovation, digital transformation; promoting international cooperation on environmental protection" - Mr. Le Cong Thanh said.
At the Conference, Mr. Nguyen Thuong Hien - Deputy Director of the Department of Environment also presented the highlights of the Planning. The Planning identifies specific objectives, with 4 groups of subjects of the Planning according to regulations including: Environmental zoning; Nature conservation and biodiversity; Centralized waste treatment area and Environmental monitoring and warning network.
The plan also defines the vision for 2050 as Vietnam's environment having good quality, ensuring a healthy living environment for the people; effectively conserving biodiversity and maintaining ecological balance; proactively responding to climate change; society developing in harmony with nature, the country developing sustainably towards green transformation based on the development of a circular economy, green economy, low-carbon economy aiming to bring net emissions to "0" by 2050; ensuring environmental security associated with the goal of rapid and sustainable socio-economic development.
