According to the congress resolution, I am not entitled to salary but to monthly remuneration (2 million VND per month). From October 2025, the board of directors will stop paying remuneration on the grounds that: The SBV's local branch Inspectorate requests not to spend because according to Circular 20/2018/TT-BTC of the BTC on "The People's Credit Fund's expenses do not include expenses for non-specialized board members" - the reader said and requested the Ministry of Finance to clarify.
Regarding the issue reflected by readers, the Ministry of Finance answers as follows:
Before July 1, 2024 (before the Law on Credit Institutions of 2024 takes effect); Circular No. 20/2018/TT-BTC was issued based on the Law on Credit Institutions of 2010.
Therefore, people's credit funds pay remuneration to members of the board of directors and the supervisory board according to the provisions of Circular No. 20/2018/TT-BTC.
From July 1, 2024 onwards, the National Assembly promulgated the Law on Credit Institutions No. 32/2024/QH15, effective from July 1, 2024.
On June 12, 2025, the Government issued Decree No. 135/2025/ND-CP regulating the financial regime for credit institutions, foreign bank branches and financial supervision, evaluating the efficiency of state capital investment in credit institutions 100% owned by the State and state-owned credit institutions, effective from August 1, 2025.
Which stipulates the payment of salaries, remuneration, bonuses, and allowances to managers, operators, and employees (including controllers and members of the Supervisory Board) of the people's credit fund.
Therefore, the payment of remuneration to members of the board of directors, Supervisory Board, and employees at the people's credit fund is implemented according to the provisions of the Law on Credit Institutions (from July 1, 2024), Decree No. 135/2025/ND-CP (from August 1, 2025) and related legal documents.
