Official dispatch sent to Ministers of Ministries: National Defense, Public Security, Foreign Affairs, Construction; Chairman of An Giang Provincial People's Committee.
The telegram stated:
At about 1 pm on July 11, 2026, in the sea area of Hon May Rut, An Thoi (Phu Quoc special zone, An Giang province), a particularly serious waterway traffic accident occurred. The passenger canoe numbered AG-26751, carrying 32 Indian tourists and 3 crew members (including 1 operator, 1 mechanic and 1 staff), on the journey from Hon May Rut to An Thoi port, capsized.
As a result, by 3:00 PM on July 11, 2026, the accident had killed 15 people. Immediately upon receiving information about the accident, the Prime Minister sent heartfelt and thoughtful condolences to the victims and deep condolences to the relatives and families of the deceased victims; and directed the Ministry of Public Security, the Ministry of Construction, leaders of An Giang province and the Police, Health, Coast Guard, Border Guard forces... to the scene to focus on overcoming the consequences of the accident.
To promptly overcome the consequences and prevent similar traffic accidents, the Prime Minister requests:
1. Chairman of An Giang Provincial People's Committee directs functional agencies and units of the province:
a) Arrange all medical and medicine conditions to rescue victims, minimize loss of life and property of people and tourists; organize visits and support to encourage families of victims who died in the accident.
b) Directly preside over working with agencies and functional forces to assess the causes, implement solutions to overcome existing problems and inadequacies if any; and at the same time urgently clarify the direct and indirect causes related to the above-mentioned traffic accident; as a basis for propaganda and implementation of preventive measures in the coming time.
2. The Ministry of Public Security directs the An Giang Provincial Police and the Police of relevant units to urgently investigate and clarify the cause of the accident and strictly handle according to the provisions of law organizations and individuals who violate regulations and cause the particularly serious traffic accident mentioned above.
3. The Ministry of Construction directs relevant units to urgently review and inspect the assurance of inland waterway and maritime traffic safety in the accident area and areas with similar conditions; strengthen the management of passenger transport activities by waterway vehicles, inspect the compliance with regulations on safety conditions of vehicles, life-saving and rescue equipment, conditions of vehicle operators and the organization of picking up and dropping off passengers; promptly overcome inadequacies and risks of unsafety to prevent similar accidents.
4. The Ministry of Foreign Affairs urgently coordinates closely with the Indian Embassy in Vietnam and agencies to promptly carry out consular work, citizen protection and handle issues related to Indian citizens.
