Giang Bien Inland Waterway Port project in Viet Hung ward has an area of about 23.87ha.
The goal of the project is to meet the transportation needs of goods for industrial parks and clusters in the area; connect goods with Lach Huyen International Gateway Port (Hai Phong), contributing to significantly reducing logistics costs, reducing the load on road transport and effectively exploiting the land fund outside the riverbank according to the approved plan.
To ensure that the Giang Bien Inland Waterway Port Project is implemented on schedule, ensuring harmony of interests of the State, investors and people, the Standing Committee of the Viet Hung Ward Party Committee determines that propaganda, mobilization and consensus among the people are key tasks, which need to be implemented synchronously, methodically and go one step ahead.
On that basis, the Party Building Committee has advised and issued a Plan to propagate and implement the pilot model "Skillful Mass Mobilization" in site clearance for the Giang Bien Inland Waterway Port Project, promoting the strength of the entire political system from wards to grassroots levels, towards the goal of creating unity in the awareness and actions of cadres, party members and people.
Through this, it not only helps people understand the goals, scale and meaning of the project but also clarifies the long-term benefits that the project brings to the development of the locality. When the port goes into operation, the logistics system is completed, it will create more motivation for trade and service development, attract businesses to invest, create jobs and gradually improve the quality of life of the people.
One of the consistent requirements is that all guidelines, policies and implementation procedures must be public and transparent, ensuring that people have full, accurate and timely access to information related to the project. Functional agencies will closely coordinate with the investor to organize propaganda and disseminate legal bases on land acquisition, compensation, support and resettlement; and at the same time publicize the implementation roadmap and progress of each stage so that people can proactively grasp, supervise and coordinate implementation.
A new point of propaganda work at this project is to promote the application of digital transformation to improve the efficiency of providing information to people. Accordingly, Viet Hung ward will build an "Electronic Land Clearance Handbook", digitize all legal documents, regulations on compensation, support, resettlement and land acquisition procedures; integrate into QR codes for officials, party members and people to easily look up.
Along with that, many visual media products such as infographics and short video clips will be built and posted on Zalo OA, the ward's Fanpage to convey official information in a concise and easy-to-understand way, helping people quickly access legal regulations as well as their legitimate rights and interests when the State recovers land. This is an important innovation in the method of propaganda, suitable for the requirements of digital transformation and building digital government in the area.
In addition to innovating propaganda forms, Viet Hung ward especially values mass mobilization work, taking dialogue and persuasion as key solutions to create consensus. Party cells, residential groups and community mass mobilization groups will conduct reviews and specific classifications of each case that still has problems, clearly identifying the causes to have appropriate propaganda and mobilization plans.
