Voters of Delegation No. 2 (Hanoi City) proposed that the Central Government and the city study a plan to develop inner-city waterway traffic along the Red River, in order to reduce the load on inner-city road traffic, connecting with the provinces of the Red River Delta, and at the same time create conditions for socio-economic and tourism development of the Capital.
Answering voters' petitions, Hanoi City People's Committee said that according to the Master Plan of the 100-year vision of the Capital approved by the City People's Committee in Decision No. 2512/QD-UBND dated May 13, 2026 (QH100), the Red River Landscape Avenue Axis is identified as 1 of 9 development driving axes, a strategic axis, a central green space axis, and also an economic, commercial, service and urban axis associated with creative culture, science and technology along both sides of the Red River, connecting with provinces along the Red River and river areas belonging to the Red River system to become a typical economic - ecological landscape area of the Northern region.
Currently, to concretize the orientations according to QH100, the Department of Construction is implementing the Adjustment of the Capital's Transport Plan, which includes research contents to adjust and supplement the development of the inner-city waterway transport system along the Red River to ensure synchronous connection of river-side transport types (road, rail), ensuring requirements for spatial connection, landscape architecture, land use planning, dyke safety requirements, and flood drainage space according to regulations.
The Department of Planning and Architecture will receive opinions and will coordinate with city departments, branches, local authorities and related units in the process of implementing the above-mentioned plans to consider and study urban waterway traffic plans along the Red River, in order to reduce the load on urban road traffic, connect inter-connected with the provinces of the Red River Delta, ensure feasibility, and create conditions for socio-economic and tourism development of the Capital to submit to competent authorities for approval in the near future.
The Red River Landscape Avenue Project is a key project to develop and synchronize the space on both banks of the Red River, complete traffic infrastructure and improve the quality of the central city of the Capital.
The project has been approved for investment policy by the City People's Council in Resolution No. 18/NQ-HĐND dated May 11, 2026, serving the goal of sustainable development of the Capital according to the 100-year vision plan.
The Resolution clearly defined commitments to ensure people's rights: Compensation, public and transparent resettlement, ensuring living conditions equal to or better than currently; having policies to support training, career change and employment, especially for the elderly and households without stable occupations; reviewing and identifying relics and cultural heritage within the project to protect and promote them in accordance with the law on cultural heritage.
The city clearly defines the overarching principle that "the new residence must be equal to or better than the old residence".
This is not just a slogan but has been concretized by resettlement urban areas with locations and scales identified right in the vicinity: Resettlement urban area in Long Bien ward (201 ha), Linh Nam urban area (98 ha) and part of the multi-purpose urban area in Thu Lam and Dong Anh communes.
The city also determines that the construction of resettlement housing must go hand in hand with creating livelihoods for people, not letting people "have new houses but not know what to live on".
In resettlement urban areas, there will be areas for creating livelihoods; for organizations and business households whose land is recovered, land funds will be reviewed and allocated to maintain production and business; and there will be policies to support training and career change for affected people.
The city is committed that the entire project implementation process will be carried out according to the principles of publicity, transparency, ensuring the legitimate rights and interests of the people, with close coordination between all levels of government, grassroots mass mobilization groups and functional agencies.
All information on progress, compensation policies, and resettlement plans will continue to be updated and widely announced through people's meetings, posted in localities, and official media and social networks of the city, so that people can always grasp timely, complete and accurate information.
In order to strengthen waterway traffic, in the period 2025-2026, the City People's Committee has approved the investment policy and at the same time approved investors for 5 inland waterway cargo ports.
In 2026, the city has directed its affiliated agencies to coordinate with investors to organize the deployment of 10 inland waterway cargo ports and 1 passenger port.
