Software Park No. 2 opens a new era for Da Nang

From the software outsourcing place

Since the 2000s, information technology has been identified as a priority and spearhead sector for development in Da Nang City. With the approach of using information technology to create momentum for the development of the information technology industry, Da Nang has allocated a budget to invest in building the Da Nang Software Park - the first model in the development of the city's information technology industry. The Da Nang Software Park has been put into use since October 2008.

With the success of the Da Nang Software Park model, this locality has determined a development strategy to shift from processing to making information technology products and services, shifting the city's economic structure towards a digital economy to approach the trend of the 4th industrial revolution and concretizing the policy of the Politburo in Resolution No. 43 on building and developing Da Nang City to 2030, with a vision to 2045. At this time, Da Nang continues to implement planning procedures and select investors to build Software Park No. 2.

However, after two auctions but failing to select an investor, Da Nang decided to use the budget to invest in Software Park No. 2 and started construction on October 10, 2020. During the implementation process, due to problems with the provisions of the Law on Management and Use of Public Assets and according to the recommendation of the State Audit, the continued implementation of the Software Park No. 2 project was behind schedule.

On February 1, 2024, the Government issued Decree No. 09 and the Prime Minister issued Decision No. 1238 to expand the concentrated IT Park of Da Nang Software Park No. 2, creating a legal corridor for continued investment of the city budget for Software Park No. 2. At the end of 2024, the People's Council of Da Nang City continued to allocate public investment capital, raising the total investment of the project to nearly 1,400 billion VND, accelerating the completion of Software Park No. 2.

Go to the information technology product and service center

On the morning of January 16, Da Nang City held a ceremony to announce the Decision to expand and inaugurate the Da Nang Software Park No. 2. The event marked an important step forward in completing the city's technology infrastructure while creating favorable conditions for the locality to develop the fields of information technology, semiconductors and artificial intelligence. The opening ceremony was attended by Mr. Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister.

Software Park No. 2 officially came into operation and put into use the 8-storey ICT1 Building with a total floor area of ​​over 39,000m2, and an exploitation area of ​​21,000m2. Priority is given to strategic partners, strategic investors, small businesses, innovative businesses in the semiconductor and artificial intelligence sectors. Currently, more than 30 businesses have registered to rent offices at ICT1 Building with a total registered area of ​​about 25,000m2, exceeding the rental area of ​​ICTI Building.

Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said: "From a software outsourcing place in the early 2000s with a processing ratio of more than 80%, the city has now shifted to developing the production of information technology products and services, with the processing ratio decreasing to below 40%. The proportion of the digital economy in 2023 will account for 20.69% of the city's GRDP, exceeding the target set for 2025. Da Nang City is gradually positioning its brand on the information technology map of Vietnam and the world."

According to Mr. Chinh, Da Nang Software Park No. 2 is identified as a key and driving force project to realize the Politburo's policies and orientations in Conclusion No. 79, Resolution No. 136 and especially Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation. This area will promote new and modern production methods, focusing on new key areas such as semiconductors, artificial intelligence, blockchain, financial technology (Fintech). Thereby contributing to the development of the digital technology industry to become a key economic sector with an annual revenue growth rate of 2-2.5 times the city's GRDP growth rate.
