Specifically, at about 1:30 p.m. the same day, at km 25+900 on provincial road DT 830, through Hamlet 1, Long Cang commune, Tay Ninh province, an incident occurred where a tractor-trailer dropped goods on the road, seriously obstructing traffic activities.
