Tien Bo Apartment Complex (TBCO) includes many buildings from 18 to 25 floors high, which is home to thousands of people in Thai Nguyen. In particular, residents of buildings A1, A2A, A2B, A3 often have to face flooding, degraded equipment and facilities.
Recorded by Lao Dong Newspaper at the end of October 2025, after the recent historic flood, many areas in Tien Bo apartment building were still in disarray. The parking lot area has many long cracks, which are being repaired and reinforced. Some households on the first floor of the building have moved away because of the constant danger.

Mr. Truong Anh Tuan (resident of building A2A) said that he has lived in the apartment building for more than 15 years. Over the past year, the apartment complex has been seriously flooded 4 times, greatly affecting the lives of residents.
"During the flood in early October, the water rose almost to the top of the first floor, which was very dangerous. It is worth mentioning that some areas near the foundation have experienced landslides, which have only been temporarily reinforced. Although residents have complained, the management board still ignored it. Everyone had to clean up themselves.
The facilities are also seriously degraded, especially the sanitation areas, parking lots, and fire prevention and fighting systems are not yet complete," said Mr. Tuan.

According to Mr. Tuan, the investor has not fulfilled its commitments to the residents. In the design, there is a bridge that is still open and has not yet built an area around the apartment building adjacent to the canal. Therefore, residents live very insecurely, especially when children go out to play.
Sharing the same concern, Ms. N.T.H (resident of building A1) said: "Every time there is a flood, people are worried. The apartment building is getting worse but has not been renovated. In addition to flooding, the risk of landslides is also present.
Hopefully, the investor will fulfill their initial commitments to help people less worry".

On October 30, speaking with a reporter from Lao Dong Newspaper, a leader of Phan Dinh Phung Ward People's Committee confirmed that the investor has closed the stakes and used sandbags to temporarily reinforce the landslide. However, this is only a temporary solution. The ward went directly to the scene, this area borders Phan Dinh Phung and Quan Trieu.
"The investor has previously asked for opinions on the embankment construction, but this requires a project.
The locality has discussed with the investor, the unit said it has proactively hired a consulting unit to prepare a plan for the company to build embankments. The locality also requires the investor to have documents on the above content, the ward will submit to the departments and branches to agree on the plan," the leader added.
Previously, during the flood in early July 2025, the Tien Bo Apartment Management Board was forced to temporarily build embankments to prevent landslides. Hundreds of sandbags and rocks were filled into the food locations on the edge of the building.
At the same time, the embankment is temporarily reinforced with bamboo and rattan stakes. The area with embankment reinforced to prevent landslides is about 20 to 40 meters long, located on the edge of the bank between the stream and the apartment land.
During the flood in September 2024, nearly 50 households with about 200 people in the A3 building of Tien Bo apartment building were forced to evacuate urgently at night.
At that time, the rising water level of the Cau River caused flooding throughout the area around the apartment building. An item in building A3 had an incident, posing a high risk of insecurity.
The apartment management has cut off the power to the entire building, and at the same time, together with the authorities, evacuated people to a safe place.
