An Giang voters reflected that although National Highway 91C has been invested in upgrading, due to the large traffic volume, the road does not meet the local economic development needs. Proposal to upgrade and expand National Highway 91C.
Voters also proposed to speed up the construction progress of Thuan Giang Bridge and Nang Gu Bridge; upgrade National Highway 80B (a route from Tan Chau Ward connected to route N1 and the Cambodia International Border Gate route), to facilitate exchanges, trading and economic development on the border.
Propose to soon invest in upgrading and repairing National Highway N1 and surveying, repairing and expanding National Highway 80, which is now degraded and dangerous for traffic participants.
After studying, the Ministry of Construction responded as follows:
Regarding the proposal related to National Highways 80, 80B, 91C and N1, according to the Road Network Planning for the period 2021-2030, with a vision to 2050: National Highway 80 passes through Can Tho city and the provinces of Dong Thap, Vinh Long, An Giang with a length of about 216 km (the section passing through An Giang province is about 133 km long), planned with a scale of level III roads, 2-4 lanes; National Highway 80B passes through Dong Thap and An Giang provinces with a length of about 120 km (the section passing through An Giang province is about 88 km long), planned with a scale of level III roads, 2-4 lanes.
National Highway 91C is located in An Giang province with a length of about 36 km, planned as a level III road, 2-4 lanes. National Highway N1 passes through Tay Ninh, Dong Thap and An Giang provinces with a length of about 235 km (the section passing through An Giang province is about 97 km long), planned as a level III-IV road, 2-4 lanes.
Implementing the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, based on the proposal of the Ministry of Construction, the Ministry of Finance issued Decisions No. 2140/QD-BTC and No. 2147/QD-BTC dated June 24, 2025 on the transfer of road traffic infrastructure assets (including National Highways 80, 80B, 91C and N1) from the Ministry of Construction to the People's Committees of An Giang and Kien Giang provinces (now An Giang province).
Thus, currently, the People's Committee of An Giang province is responsible for managing, exploiting, maintaining and investing in National Highways 80, 80B, 91C and N1, so it is recommended that the National Assembly Delegation and voters of An Giang province give their opinions to the People's Committee of An Giang province to organize a survey on the current situation, study the necessity of investment and balance, and arrange capital to implement investment as proposed by the above voters.
Regarding the proposal related to Thuan Giang Bridge and Nang Go Bridge:
The Ministry of Construction agreed with voters' recommendations on speeding up the construction progress of Thuan Giang Bridge and Nang Go Bridge. These bridges, once invested, will facilitate people and vehicles to travel across the Vam Nao and Hau rivers, helping people develop agricultural production, contributing to promoting the socio-economic development of the region.
