Khanh Hoa - There are still many cases of vehicles subject to exemption and reduction of service fees through Cam Thinh BOT toll station but have not been implemented by investors.

In September 2026, Khanh Hoa Provincial People's Committee will have a document responding to voters' opinions and recommendations sent to the 2nd Session of the 8th Provincial People's Council, term 2026-2031.

According to the reflection of voters in Nam Cam Ranh commune, although functional agencies have repeatedly sent documents to the Ministry of Transport and the Vietnam Road Administration, requesting 194 VN Infrastructure Investment Joint Stock Company to implement toll exemption and reduction through Cam Thinh BOT station, many cases have not been resolved to date.

Voters believe that this causes difficulties and frustration for local people and continue to propose to the Provincial People's Committee to request Construction Investment Corporation 194 to comply with its commitments, maintain the subjects and scope of exemption and reduction of ticket prices, and ensure the rights of local people.

According to the response of Khanh Hoa Provincial People's Committee, National Highway 1 through Nam Cam Ranh commune has Cam Thinh toll station at Km1517+647, belonging to the National Highway 1 expansion investment project section Km1488-Km1525, Khanh Hoa province.

The project is invested by Construction Investment Corporation 194, and Infrastructure Investment Joint Stock Company 194 VN is the project enterprise managing and operating in the BOT form.

Through review, the exemption and reduction of road use service fees for vehicles eligible for policies in the vicinity of Cam Thinh toll station is a policy that has been agreed upon between the Ministry of Transport (now the Ministry of Construction), the Directorate for Roads of Vietnam (now the Directorate for Roads of Vietnam).

This has been implemented for many years to ensure social security and create favorable conditions for local people.

Over the past time, the Department of Construction of Khanh Hoa has repeatedly issued documents requesting investors and project enterprises to implement policies of exemption and reduction of road service usage fees for vehicles eligible for exemption and reduction.

At the same time, the Department of Construction advised the Provincial People's Committee to have a document requesting the Ministry of Construction and the Vietnam Road Administration to direct, inspect, and request investors to implement in accordance with regulations.

On that basis, the Vietnam Road Administration has issued a document requesting investors and project enterprises to strictly implement the reduction of road service usage fees for vehicles within the scope of exemption and reduction according to regulations.

As of August 1, 2026, investors and project enterprises have implemented exemption and reduction of road service usage fees for 21 vehicles in the list proposed by the locality and the Department of Construction, belonging to the period from the fourth quarter of 2024 to the second quarter of 2025.

For the remaining vehicles proposed from the third quarter of 2025 to date, Khanh Hoa Provincial People's Committee said it will continue to assign the Department of Construction to advise and have a document requesting the investor to urgently implement the exemption and reduction policy in accordance with regulations.
