On the afternoon of August 3, the Ministry of Construction's electronic information portal posted information that the Ministry of Construction had sent a document to the Committee for Petitions and Supervision of the National Assembly; the Delegation of National Assembly Deputies of Nghe An province to respond to voters' petitions from Nghe An province sent after the First Session, 16th National Assembly.
Previously, the Ministry of Construction received petitions from voters in Nghi Loc commune and Thuong Khe hamlet in Hung Nguyen commune (Nghe An province) reflecting many inadequacies related to the implementation of key traffic projects passing through the area.
According to voters, the North-South high-speed railway project (affecting 125 households in Thuong Khe hamlet) has a route but has not been marked with road boundary markers, affecting housing construction and stabilizing life.
In addition, the construction of the North-South expressway divides traffic and irrigation (typically 3 hectares of agricultural land without irrigation ditches, land in the overpass roundabout without roads for production, and inter-local roads blocked).
Voters proposed that the Ministry of Construction coordinate with relevant agencies to advise the Government to soon have a plan to plant boundary markers and arrange resettlement; and at the same time definitively handle the return of civil infrastructure works to ensure safety and serve production for the people.
Through research, the Ministry of Construction responded to voters as follows:
For the North-South High-Speed Railway Project, the Ministry of Construction is drastically directing the Thang Long Project Management Board (Investor in the preparation phase of the North-South High-Speed Railway project) to accelerate the progress of selecting consultants to prepare the feasibility study report of the Project in the third quarter of 2026.
During the project implementation process, the Ministry of Construction received many recommendations from localities related to determining the location of the route, station, and site clearance boundaries. The Ministry of Construction has issued document No. 9535/BXD-KTQLXD dated June 23, 2026 to localities (including the People's Committee of Nghe An province) to answer local recommendations.
Accepting the opinions of voters, after selecting consultants, the Ministry of Construction will request the Investor and Consultant to prepare a Feasibility Study Report for the Project to proactively coordinate with localities to soon hand over site clearance piles as a basis for localities to deploy site clearance work.
Regarding the construction of the North-South expressway dividing traffic and irrigation, according to the Ministry of Construction, in the process of surveying and designing the North-South expressway, the East section passing through Nghe An province has cut through the irrigation ditch system and people's roads, which have been surveyed and consulted by consultants and have been approved by local authorities, the construction of culverts, ditches, bridges, people's underpasses, service roads... is suitable for the actual terrain (within the project scope), ensuring irrigation, drainage and people's travel, production, and living.
At the roundabout location of the QL46B intersection in Thuong Khe hamlet, Hung Nguyen commune, with an area of about 2 hectares, it is possible to continue production (currently growing rice), the road to production is going along the existing field bank along the expressway (about 300 - 400 m further than before);
To avoid wasting construction investment costs, the Design Consultant proposed not to recover the area within the roundabout. During the project implementation phase, at the request of the local authorities, the project enterprise adjusted the fence system, agreed on a plan to support the inter-field road connecting the roundabout in front of A1 abutment of the QL46B intersection to facilitate traffic for production;
Land clearance piles have been planted and handed over to the locality from May 9, 2024, but due to the slow additional land clearance work of the locality, by the end of the project, part of the site here has not been resolved, so the project enterprise cannot complete the inter-field road connection to serve people's livelihoods.
