The Department of Roads synthesizes and proposes financial support for localities as follows:
According to the report of the Provincial People's Committees, the damage caused by natural disasters (especially storms No. 9, 10 and 11) on national highways that are decentralized to local management is very large (the damage in the 9 provinces is about 2,079 billion VND).
In the context of limited local budgets and the need to overcome the consequences of natural disasters in many areas, the People's Committees of the provinces proposed that the Ministry of Finance, the Ministry of Construction and the Vietnam Road Administration balance and support funding from the road economic expenditure in 2025 (allocated to the Ministry of Construction) to promptly handle and overcome the consequences of natural disasters on decentralized national highways with a budget of VND 1,441.4 billion.
Of which, the cost of handling traffic congestion and ensuring traffic in step 1 is 1,227.9 billion VND and the cost of solidifying and sustaining the project is 213.5 billion VND.
From those proposals, the Vietnam Road Administration recommends that the Ministry of Construction consider and request the Ministry of Finance to report to competent authorities to adjust and reduce the road economic career funds assigned to the Ministry of Construction in 2025 to support localities in overcoming the consequences of natural disasters on national highways to decentralize to local management.

Scope and supporting principles:
Scope: Son La, Dien Bien, Lai Chau, Lao Cai, Cao Bang, Thai Nguyen, Thanh Hoa, Nghe An, Ha Tinh provinces (according to the proposal of the Provincial People's Committee).
Support principles:
Support funding to handle congestion and ensure traffic in step 1 (The People's Committees/Departments of Construction of the provinces are fully responsible to competent authorities for the content and data reported).
The provinces have a proposed funding level of large support (VND (>100 billion) and have been decided by the Prime Minister to support funding to overcome the consequences of natural disasters in 2025.
Implement support from 40-50% of the proposed level; the remaining provinces support 80% of the proposed level.
Proposed support budget: According to the above principle, the total proposed support budget for localities is about 636.3 billion VND.
