The Civil Aviation Authority of Vietnam has just issued a Directive to strengthen the work of ensuring safe operation for vehicles operating at Tan Son Nhat International Airport.
Accordingly, to ensure safety in the operation of vehicles in the airport area, the Civil Aviation Authority of Vietnam requires agencies and units to urgently deploy the following contents:
Request the airline service provider to strengthen internal inspection and supervision of the implementation of the operation process of ground exploitation vehicles and equipment, promptly detect and overcome the shortcomings of the process to ensure safe operation at the airport.
Review and improve the process of managing people, the process of exploiting vehicles and equipment in the flight area at Tan Son Nhat International Airport. The unit must review the safety management systems (SMS). The company must update the frequency of incidents for the hammock of the collision between the vehicle, the ground equipment and the aircraft as well as other hazards have been identified at the SMS document system; Risk assessment and risk reduction measures.
The company must regularly disseminate content related to safety incidents occurring at the port related to service provision activities to employees, especially employees controlling and operating vehicles and equipment in the airport area.
The unit needs to disseminate and require vehicle control and equipment operators to strictly comply with minimum safety regulations when providing aviation services according to regulations and organize the implementation of the incident investigation to all vehicle control and equipment operators to learn from experience in flight service according to regulations.
The Civil Aviation Authority of Vietnam requires Tan Son Nhat airport to closely monitor the operation of vehicles at the airport, promptly detect violations of safety regulations, and coordinate with the Southern Airport Authority to strictly handle organizations and actors who violate.
Airport staff must review, adjust and supplement safety regulations for airport operations to ensure compliance with actual conditions at airports; increase the dissemination of safety regulations for airport operations to all units operating in airports.
The port needs to improve the effectiveness of inspection, supervision, identification of unsafe hazards, and implement measures to minimize risks, especially those that occur to the operation of vehicles and equipment in the airport area.
The Civil Aviation Authority of Vietnam requires the Port Authority to strengthen inspection of the operation of vehicles and equipment in the airport area, strictly handle organizations and actors with violations related to safe operation.
The port authority strengthens inspection of training and coaching of staff in areas with limited airports and airports of units.
