From January 13, 2026, Kieu Phu Commune People's Committee (Hanoi City) will launch a campaign to enforce the recovery of 76,764.8m2 of agricultural land for households in Ngoc Than village who intentionally do not hand over land to implement the project of preparing land and building infrastructure for the Vietnam National Museum of Nature.
Based on Article 89 of the 2024 Land Law, the commune government decided to coerce 44 land plots of households that did not comply with the recovery decision. The resolute handling aims to ensure the strictness of the law and the progress of key projects.
From January 13 - January 14, 2026, land plots that are vacant and have no works will be enforced. From January 26 - January 30, 2026, land plots with construction works will be enforced.


According to the Kieu Phu Commune Enforcement Board, the commune government has detailedly implemented a plan to organize the enforcement of land recovery for households and individuals, related to 24 land plots, with a total area of 3,018 m2 of agricultural land in Phu My village.
This is a land area within the scope of site clearance to serve infrastructure construction of projects in the area, and the Vietnam Nature Museum Project in Ngoc Than village, a project of important significance in science, education and culture, contributing to the development of research space, display, and conservation of national natural values.
All land plots subject to revocation have been measured, inventoried, and compensation and site clearance support plans have been developed by specialized agencies in accordance with regulations and procedures. The cadastral records have been appraised by the Department of Natural Resources and Environment and submitted to the People's Committee of Quoc Oai district (old) for approval according to its authority.
However, up to now, some households and individuals still do not comply with the Land Acquisition Decision of Quoc Oai District People's Committee in the past, affecting the progress of infrastructure construction and the implementation of key projects, including the Vietnam Nature Museum Project in Ngoc Than village.
The Commune People's Committee will also resolutely and thoroughly handle cases that cause difficulties or obstruct the enforcement of planning.
The land recovery coercive plan is built on the basis of Article 89 of the 2024 Land Law, decisions of the Chairman of Kieu Phu Commune People's Committee and a system of related legal documents.
The content of the plan clearly defines the specific tasks of each participating force, the time and location of organizing coercion, and at the same time proposes solutions to ensure security and order, absolute safety for people and property, as well as proactively and effectively handle situations arising during the implementation process, ensuring that coercion takes place in accordance with legal regulations, public, transparent and strict.
Mr. Phan Trung Cuong - Standing Vice Chairman of Kieu Phu Commune People's Committee requested units to implement tasks with a determined, serious spirit, in the correct order and procedures according to the provisions of law, resolutely not to allow delays and prolongation of time, affecting the effectiveness and efficiency of state management work.
At the same time, the organization of coercion must ensure the correct order, legal procedures, objectivity, publicity, transparency, maintain stable security and order, contributing to ensuring project implementation progress, serving the socio-economic development goals of the locality.
