Participating in the coercion plan were representatives of the People's Procuracy I, the People's Court of Region I, the People's Judgment Enforcement Department of Region I, medical forces, officials and civil servants of departments, branches, unions and grassroots security and order forces of Hoa Lu ward, along with officers and soldiers of professional departments of Ninh Binh Provincial Police.

Talking to a reporter of Lao Dong Newspaper, Mr. Nguyen Hai Ha - Vice Chairman of Hoa Lu Ward People's Committee, Ninh Binh province - said that the new urban area project in the North of Sub-area IX belonging to Ninh Nhat commune, former Ninh Binh city (now Hoa Lu ward), Ninh Binh province is a project to build an urban area with mixed functions, synchronizing technical infrastructure and social infrastructure with housing according to the provisions of law on construction in cases where the State recovers land for socio-economic development for national public interests.
The project affects site clearance for 59 households using 6.1ha of agricultural land in Ninh My commune, former Hoa Lu district and 313 households using 34.6ha of agricultural land in Ninh Nhat commune, former Ninh Binh city (now Hoa Lu ward).
According to information from Hoa Lu Ward People's Committee, basically, households whose land is recovered agree and support the policy of site clearance to implement the project. However, there are still some households that do not agree with the compensation plan according to State regulations.

The Ward People's Committee has issued coercive decisions for 29 households, but through the process of propaganda and mobilization, by January 29, 17/29 households agreed with the compensation plan and handed over the site. The coercive process of counting, clearing, and protecting construction takes place to ensure security and order, safety for the right purpose and requirements of the proposed plan" - Mr. Ha said.
