Thien Loc Commune People's Committee (Hanoi) has just announced the implementation of land recovery enforcement for households and individuals in Dong and Doai villages who have not complied with the Decisions on land recovery enforcement to implement the G19 new urban area construction project.
Previously, on September 15, 2025 and January 20, 2026, Thien Loc commune issued Decisions of the Chairman of the Commune People's Committee on coercive land recovery for 57 households and individuals in Dong village and 40 households and individuals in Doai village to implement the G19 new urban area construction project.
The time for coercive land recovery starts from 8 am on January 30 until the work of coercive land recovery is completed.

Thien Loc Commune People's Committee requested households and individuals with assets related to the land plot being coercively recovered to coordinate with the Commune Land Recovery Coordination Board in the handover of land to implement the project.
During the time of organizing land recovery coercion, it is strictly forbidden for organizations, households, and individuals to have acts of obstructing or opposing forces participating in land recovery coercion.
Thien Loc Commune People's Committee assigned the Commune Investment - Infrastructure Project Management Board, the Commune Site Clearance Working Group, the Commune Police, and the leaders of Dong and Doai villages to notify all people in the village of the time to organize the implementation of land recovery coercion and request non-target organizations and individuals not to gather in the land recovery coercion area; to notify of restrictions on vehicles passing through the land recovery coercion area during the time of organizing land recovery coercion.
Thien Loc Commune People's Committee emphasized that all violations will be strictly handled according to the provisions of law.
According to the decision approving the 1/500 planning project of Hanoi City, the new urban area G19 has a research scale of more than 26 hectares.
The project is located in Thien Loc commune (old Dong Anh district), adjacent to National Highway 5 extended (Hoang Sa road) and Doai and Dong villages.
The project is planned for more than 4.8 hectares of residential land to develop townhouses, villas, and apartments. Some other items include a commercial service area of more than 5,700 m2, a kindergarten of nearly 6,400 m2, a cultural house of more than 1,000 m2 along with green trees, parking lots, and lakes.
After formation, this will be a modern new urban area, concretizing the Urban Subdivision Planning N4 with a population scale of more than 5,300 people.
