Due to the influence of storm No. 12, the North East Sea area (including Hoang Sa special zone) has strong winds of level 7-8; the area near the storm's eye has strong winds of level 9-11, gusts of level2; waves 3.0-5.0m high, the area near the storm's eye has 5.0-7.0m high. The sea is rough. Due to the influence of the storm and cold air combined with the disturbance of the East wind and the East wind after the storm, from the night of October 22 to October 27, there is a possibility of a very large-scale heavy rain in Da Nang City.
The Chairman of the City People's Committee requested Directors of departments, branches, sectors and Chairmen of People's Committees of communes, wards and special zones; Heads of agencies, units, associations and unions to thoroughly grasp and continue to effectively implement proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025 and related directives.
Do not be negligent, subjective, focus on leadership and direction with the spirit of urgency and determination, proactively prevent and respond at the highest level, foresee the worst situations to ensure safety of people's lives, limit damage to property, avoid being passive or surprised; organize timely response and rescue when situations arise with the motto "4 on-site"; mobilize people to proactively raise assets and open water intake gates in front of their homes.
Resolutely organize on-duty, monitor, update, and grasp the developments of floods and storms; focus on leading, directing, and activating disaster prevention plans according to the risk level in the area; be responsible to the Chairman of the City People's Committee for the work of preventing, responding to and overcoming the consequences of natural disasters.
Regularly update and notify the situation of floods and storms, calling on people to proactively respond, reserve food and essential necessities at least 3 days to prevent major floods; review and proactively deploy evacuation activities, especially in dangerous areas, areas at risk of deep flooding and landslides (to be completed before 5:00 p.m. on October 22, 2025); ensure food and necessary equipment at evacuation points, prevent people from going hungry, cold rain ...
Continue to call on ships to return to shore or seek safe shelter; strictly count and manage, maintain communication with ships still operating at sea; guide and support the implementation of necessary measures to ensure safety for ships at anchorages.
The City Military Command and the City Police coordinate with relevant agencies and units to review response plans, proactively deploy forces, count vehicles (ship, boat, etc.), equipment, and be ready to support localities in responding to storms, floods, flash floods, and landslides.
Localities activate natural disaster prevention plans at the highest level, organize 24/7 duty, review and evacuate people from deeply flooded and landslide areas, to be completed before 5:00 p.m. on October 22.
