The two "bottleneck" difficulties are identified as the shortage of construction materials, especially sand, and problems in site clearance.
According to the plan, the total public investment capital in 2025 of the city is more than 8,700 billion VND, but by the end of May, only more than 1,829 billion VND had been disbursed. The situation is particularly alarming in some units and localities such as Lien Chieu and Cam Le districts with a disbursement rate of only over 10%.
Major project management boards (PMBs) are under heavy pressure. The priority infrastructure investment plan, allocated nearly VND 2,600 billion, has only disbursed 26.1%.
Mr. Le Thanh Hung, Director of the Board, said that the shortage of materials supply is extremely serious. "Currently, even though I have money, I can't buy sand, even though I accept buying at a high price," Mr. Hung shared. The unit urgently needs about 73,000 m3 of sand and 62,000 m3 of commercial concrete, but the mixing stations also do not have sand for production, putting the projects at risk of stagnation.
Similarly, the Project Management Board for Investment in Construction of Civil, Industrial and Infrastructure Works has only disbursed 14% of the total 2,400 billion VND of allocated capital. Director Nguyen Huu Nhat said that many large projects such as the old Hai Chau District Administrative Center and Ngu Hanh Son District Medical Center are behind schedule due to procedures and land clearance problems. He is concerned that the target of 30% disbursement by the end of June will be difficult to achieve.
The report of the Department of Finance confirmed that the shortage of fill soil and construction sand has been prolonged, causing Da Nang to depend heavily on supply from Quang Nam province, pushing up material prices. Along with that, the fact that districts and towns focus on the work of arranging administrative units before the merger also slows down site clearance.
To resolve the issue, Chairman of the City People's Committee Le Trung Chinh has given strong instructions. He requested localities to focus on site clearance, and at the same time requested units to speed up procedures for approved projects. The city will also consider reviewing and transferring capital from slow-disbursement projects to projects with better progress, prioritizing key and dynamic projects to ensure common goals.
