Da Nang assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and relevant units and localities to review and propose the allocation of career funds, financial capital of enterprises and development investment capital to implement the contents of regulations on dam and reservoir safety according to Decree No. 114/2018/ND-CP of the Government; continue to organize guidance and inspection of the implementation of review work, propose repair and upgrading, ensure safety of dam and reservoir works according to assigned functions and tasks.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment and related units to inspect, review, and advise competent authorities to review and arrange funding sources to implement the contents of regulations on dam and reservoir safety according to Decree No. 114/2018/ND-CP of the Government.
Da Nang Irrigation Exploitation Company Limited and Quang Nam Irrigation Exploitation Company Limited plan to immediately repair and overcome minor damages to dams and reservoirs managed and exploited by their units.
Review and plan to fully implement the contents of regulations on dam and reservoir safety according to Decree No. 114/2018/ND-CP of the Government for dams and reservoirs currently managed and exploited by the company.
Arrange forces to ensure sufficient professional capacity to operate; organize on-duty during the rainy and flood season and assign staff to be on duty at the project. Regularly inspect the safety of works even when there is no rain or flood to detect and handle at the first hour when an incident occurs; test operation of valve doors and flood discharge equipment of reservoirs, arranging enough supplies and spare equipment, ensuring timely repair and replacement when there is an incident and being ready to handle incidents according to the 4-on-site motto.
Organize the clearing of trees on the dam body, main and secondary overflow routes of reservoirs, dredge to clear the flow of flood drainage channels, drainage canals, and entrances to drainage culverts to proactively operate pumping stations and culverts to drain buffer water when heavy rain is forecast.
Strengthen monitoring, updating weather forecasts, hydrometeorological and applying advanced technologies to support the regulation of irrigation reservoirs to serve the direction and operation to ensure the safety of works and downstream areas of dams.
Continue to focus on and enhance the responsibility for managing and protecting the safety of lakes and dams; take full responsibility for acts of encroachment on works, violations of protection corridors, violations of water protection corridors, etc.; carry out rescue and relief tasks to ensure safety at irrigation reservoirs assigned to the Company for management according to regulations.
The People's Committees of communes and wards strengthen propaganda and training of knowledge and skills to respond to natural disasters, especially storms, floods, and inundation for people in the downstream area of dams and reservoirs.
Review, update, and specify evacuation plans for people downstream of dams and reservoirs to ensure compliance with the actual situation in the locality and the "4 on-site" motto; coordinate with local forces and the city's armed forces, assign specific tasks and areas to proactively and promptly organize implementation when incidents occur at reservoir dams.
Organize regular inspections to detect early, promptly report and resolutely prevent and thoroughly handle violations of the law in protecting irrigation works.
