On December 11, at the 5th Session of the 10th Da Nang City People's Council, Permanent Vice Chairman of the City People's Committee Ho Ky Minh presented the contents of the draft submission and the Resolution submitted to the City People's Council for consideration and resolution.
Vice Chairman of Ho Ky Minh City said that Da Nang will continue to effectively implement specific mechanisms and policies; at the same time, proactively remove bottlenecks to open up and maximize development resources. The city is moving towards a new growth model, restructuring the economy on the basis of science and technology, innovation and digital transformation to create a breakthrough.
Along with that, Da Nang has set a requirement to accelerate the disbursement of public investment capital, ensure the progress and quality of the project, and strive to complete 100% of the capital plan. Mr. Ho Ky Minh also presented a draft submission and resolution for the City People's Council to consider the resolution at the meeting, emphasizing the continued implementation of the Politburo's "pillar" resolutions, especially the development of science and technology, innovation, institutional improvement and promoting the private economy.
The draft sets out many important socio-economic indicators for 2026, in which GRDP at comparison prices is expected to increase by 11% or more. The service sector increased by about 11.5-12.5%, continuing to be the main driver; industry - construction increased by 12.5-13.5% (industry alone increased by 10.5-11.5%, construction 19-20%). Agriculture, forestry and fishery increased by 3-3.5%. The forecast economic structure includes services accounting for 56-56.5%; industry - construction 26-27%; agriculture, forestry, fishery 6-6.5%; product taxes minus subsidies account for 11.5-12%.
The scale of GRDP is estimated at more than 367,000 billion VND; GRDP per capita is about 4,900-5,000 USD; total social investment capital is equivalent to 26-27% of GRDP. Budget revenue is expected to increase by about 10%, total retail sales of goods will increase by 16-18% compared to 2025. The rate of communes meeting new rural standards according to the set of criteria for the 2026-2030 period will reach at least 11.4% (about 8/70 communes).
According to Mr. Ho Ky Minh, in the 2026-2030 period, the city focuses on 3 breakthrough orientations. First, effectively implement specific policies, remove difficulties, strongly promote the private economy and mobilize investment resources to develop infrastructure, promote rapid and sustainable growth.
Second, developing science and technology, innovation and digital transformation in conjunction with building high-quality human resources to improve productivity and efficiency in all fields. Third, build a modern, unique Da Nang, improve the quality of life for people, especially in mountainous areas.
The city aims to continue building a clean and strong political system by 2030; developing digital government, smart cities and modern administration. At the same time, promoting cultural traditions and the strength of great solidarity to make Da Nang a growth pole of the country, a center for science and technology, innovative startups, high-quality education - healthcare and an attractive international destination.
According to the draft, GRDP for the 2026-2030 period will increase by an average of 11%/year or more; the scale of GRDP by 2030 will exceed 720,000 billion VND; GRDP per capita will reach about 8,500 USD.
The private economic growth rate is expected to reach 11.5-12%; the number of private enterprises will increase by 20-30%; there are more than 70 science and technology enterprises, including at least 5 large-scale enterprises and about 500 innovative startups.
