Chairman of Da Nang City People's Committee Nguyen Manh Hung has just signed Decision 1988/QD-UBND on the establishment of a Working Group to comprehensively review non-budget capital investment projects facing difficulties, obstacles, and slow progress in the city.
According to the decision, Vice Chairman of the City People's Committee Tran Nam Hung is assigned to be the Team Leader, directly monitoring, urging and directing the handling of slow-progress projects. The Director of the Department of Finance plays the role of Standing Deputy Team Leader.
Participating in the Working Group are also leaders of many departments, branches and related units such as the Department of Agriculture and Environment, Department of Construction, Department of Justice, City Police, City Military Command, Da Nang City Tax Department, City Land Fund Development Center and authorities of communes and wards where the project is located.
The working group is tasked with comprehensively inspecting and reviewing non-budget investment projects that are facing difficulties and obstacles in legal aspects, land, planning, site clearance, implementation progress and investor capacity. On that basis, each group of obstacles will be classified, and specific handling directions will be proposed to remove bottlenecks, promote implementation progress and put projects into operation.
Notably, the decision clearly states the consideration of responsibilities in leadership, direction, urging and handling of slow-progress projects, including the responsibility of heads of relevant agencies and units.
The City People's Committee assigned the Department of Finance to preside over and coordinate with members of the Working Group to urgently review and summarize difficulties, propose solutions and report to the City People's Committee at the end of July 2026.
In addition, departments and branches are assigned specialized tasks according to each field. In which, the Department of Agriculture and Environment is in charge of issues related to land, environment, compensation and resettlement; the Department of Construction handles contents on planning, construction permits and conditions for real estate project implementation. The Director of the Department of Justice is responsible for supporting the Working Group on legal issues; the Director of the City Police, the Commander of the City Military Command are in charge of handling contents related to the functions and tasks of the unit.
The Director of the City Land Fund Development Center shall preside over and coordinate with the Chairmen of the People's Committees of communes and wards with projects in the area to be responsible for implementing compensation, site clearance, and resettlement according to the functions and tasks of the unit.
The progress of implementing the assigned tasks mentioned above is assigned by the Head of the Working Group according to each specific project. The Working Group operates on a part-time basis and will dissolve itself after completing the task.
