The Congress was attended by Comrade Nguyen Thi Hong - Member of the Party Central Committee, Governor of the State Bank of Vietnam - Chairman of the Board of Directors of the Social Policy Bank; leaders of the Government Party Committee; Central Ministries and branches.
Speaking at the opening of the Congress, Comrade Duong Quyet Thang, member of the Government Party Committee, Secretary of the Central Committee of the Vietnam Bank for Social Policies, General Director - affirmed: During the 2020 - 2025 term, the Central Committee of the Vietnam Bank for Social Policies has promoted the spirit of solidarity, promoted its leadership role, closely followed the Resolutions and Directives of the Party Central Committee, the Government and Party committees at higher levels, especially Directive No. 40-CT/TW, Conclusion No. 06-KL/TW and Directive No. 39-CT/TW of the Secretariat on strengthening leadership over social policy credit. The Party Committee has led and directed the synchronous and effective implementation of the task of Party building and performing political tasks and has excellently completed the task, exceeding the targets set by the Resolution of the 5th Party Congress. Policy credit activities of the VBSP continue to affirm their role as one of the "pillars", "bright spots" in poverty reduction and social security policies, which are recognized and highly appreciated by the Party, State, National Assembly and People.
With the comprehensive results achieved, the Central Committee of the Social Policy Bank Party Committee and many outstanding Party organizations and cadres and Party members have been honored at all levels and sectors, contributing to affirming the Party's comprehensive leadership role in the field of social policy credit.
The Secretary of the VBSP Party Committee emphasized: The 6th VBSP Party Congress, term 2025 - 2030 - the Congress of "Solidarity - Discipline - Innovation - Development" is an important political event, demonstrating the high political determination of the entire Party in improving the leadership capacity and fighting strength of the Party organization; consolidating and enhancing solidarity, unity, promoting collective intelligence and the pioneering and exemplary role of cadres and Party members; creating strong motivation to successfully implement the goals and tasks of the 2025 - 2030 period.
The political report submitted to the Congress clearly stated that the Central Committee of the Vietnam Bank for Social Policies has promoted its core leadership role, focused on comprehensively and synchronously implementing Party building tasks in terms of politics, ideology, ethics, organization and cadres; constantly improving the leadership capacity and fighting strength of the Party organization, the quality of the team of cadres and Party members, ensuring the comprehensive leadership of the Party in the entire system. The main targets set by the Resolution of the 5th Party Congress were all exceeded, many targets achieved outstanding results. The rate of Party members and grassroots Party organizations completing well and excellently completing tasks is high, the quality of life at Party committees and Party cells is increasingly improved. The work of developing party members has received attention, during the term, 75 new party members were admitted, ensuring standards and procedures.
Leadership in implementing political tasks continues to achieve many positive results. Policy credit resources have been effectively mobilized, fully meeting the loan needs of poor households and other eligible policy beneficiaries, with an average annual capital growth rate of 12.3%. Outstanding growth is stable, an average of 11.6%/year; overdue debt is strictly controlled at a low level, an average of 0.2%, contributing positively to poverty reduction, ensuring social security, and sustainable socio-economic development.
The work of political and ideological education, training and fostering cadres and party members has been focused on, contributing to building a team of cadres with solid political qualities and high professional capacity, meeting the requirements of tasks in the new situation. Inspection and supervision work has been strengthened, contributing to maintaining discipline and order in the Party, raising awareness of responsibility of cadres and party members, preventing violations, and strengthening trust in the leadership role of the Party organization.
During the past term, the Central Committee of the Social Policy Bank has focused on leading and directing units to proactively advise and coordinate the effective implementation of the Party's major policies on social policy credit, focusing on Directive No. 40-CT/TW dated November 22, 2014 and Conclusion No. 06-KL/TW dated June 10, 2021 of the Central Party Secretariat. The implementation of these documents has created a clear change in the awareness and actions of local Party committees and authorities at all levels, promoting the role and responsibility in mobilizing and allocating resources to implement preferential credit policies, ensuring the correct orientation of "the Central and local governments work together".
One of the outstanding results is the effective reception and use of entrusted capital from local budgets. As of May 31, 2025, the total capital entrusted through the VBSP reached VND 61,427 billion, an increase of VND 45,993 billion (equivalent to 298%) compared to the beginning of the term, with an average annual growth of 28.3%. Of which, the provincial trust capital reached VND 50,906 billion, the district level reached VND 10,521 billion. The proportion of local entrusted capital has increased from 3% before Directive No. 40-CT/TW to 15% of total social policy credit capital, contributing significantly to expanding the scope and beneficiaries, improving capital efficiency and promoting socio-economic development in the locality.
Based on the summary of practice and a deep understanding of the principle of implementing social policy credit that must be placed under the unified leadership of the Party, management of the State and the synchronous participation of the entire political system, the VBSP has actively coordinated with the Central Strategic Policy Committee, the Central Party Office and relevant ministries and branches to advise the Central Party Secretariat to issue Directive No. 39-CT/TW dated October 30, 2024 on improving the effectiveness of social policy credit in the new period. This is an important development step, clearly demonstrating the role and position of social policy credit in the social security and sustainable poverty reduction policy system of the Party and State.
During the past term, the Central Party Committee of the Social Policy Bank has focused on leading and directing the entire system to synchronously and resolutely implement solutions to successfully implement the Social Policy Bank Development Strategy to 2030. Proactively coordinate with central departments and ministries to advise the National Assembly, the Government, and the Prime Minister to promptly amend, supplement, and perfect the system of mechanisms, policies, and laws related to social policy credit, ensuring consistency, unity, and phu hop with the country's development practices and gradually improving the system's operational capacity and the sustainability of policy capital sources.
Resource mobilization work is focused on; policy credit programs are organized and implemented synchronously, promptly, to the right subjects, ensuring credit efficiency and safety. By May 31, 2025, the total policy credit capital reached VND 410,857 billion, an increase of VND 198.964 billion (equivalent to 94%) compared to the beginning of the term; the average annual growth rate reached 12.8%, higher than the average of the previous term.
Policy capital continues to be prioritized for investment in 100% of communes, wards and towns across the country, especially in ethnic minority areas, mountainous areas, remote areas, border areas, islands and areas with special difficulties. Many credit policies have been adjusted and supplemented in accordance with development requirements and practical situations, contributing to expanding beneficiaries, raising lending levels, extending loan terms, meeting the goal of multidimensional, inclusive and sustainable poverty reduction, promoting new rural construction and ensuring social security.
As of May 31, 2025, total outstanding loans of policy credit programs reached VND 389,388 billion, an increase of VND 182,583 billion compared to the beginning of the term, an average annual outstanding growth of 12.2%, an increase compared to the average of the previous term, with more than 6.8 million customers still in outstanding loans.
During the term, more than 12 million poor households and policy beneficiaries have borrowed capital from the VBSP with a total lending turnover of VND 555,044 billion. Policy capital has contributed to attracting and creating jobs for more than 3.8 million workers, of which over 37,000 workers are working abroad for a limited period; nearly 12,000 workers who have completed their prison sentences have borrowed capital to create jobs; helped nearly 351 thousand students in difficult circumstances borrow capital to study; built over 8.1 million clean water and sanitation works in rural areas; over 49,000 social housing units and over 24,000 houses for poor households and policy beneficiaries.
The scale of credit is constantly growing, and credit quality continues to be maintained. By May 31, 2025, overdue and outstanding loans were VND 2,091 billion, accounting for 0.54% of total outstanding loans, of which, overdue loans were VND 858 billion, accounting for 0.22% of total outstanding loans, good credit quality nationwide; gradually narrowing the gap in credit quality in some regions, localities, and units.
During the term, the Central Committee of the Social Policy Bank focused on leading and directing the entire system to promote the application of information technology, comprehensive digital transformation, gradually modernizing professional activities, contributing to improving the quality and efficiency of social policy credit work. Technical infrastructure and application software are invested in and upgraded synchronously; business processes are digitized in a streamlined, efficient and transparent manner. The Bank has also proactively researched, developed and expanded the digital ecosystem, deploying many modern financial products and services, typically Mobile Banking service, contributing to improving access to financial services for people, especially in rural, mountainous, remote and isolated areas.
Speaking at the Congress, Comrade Nguyen Duc Phong - Deputy Secretary of the Government Party Committee affirmed that the VBSP model is a unique model of the Party and Government of Vietnam, demonstrating the superiority of "the people, by the people and for the people", highly appreciated by people and international friends. He praised and acknowledged the results that the Central Committee of the Social Policy Bank Party Committee has achieved in the past term. The Central Committee of the Social Policy Bank has played a good role in leading the comprehensive and effective implementation of all aspects of work, achieving important results in Party building and implementing political tasks, actively contributing to ensuring social security and developing the country in the direction of socialism.
The Deputy Secretary of the Government Party Committee suggested that the Central Committee of the Social Policy Bank in the 2025 - 2030 term should clearly identify key tasks to meet the requirements and tasks in the new development stage of the country and the banking industry. The Party Committee continues to promote its active and proactive advisory role to the Government and relevant agencies in organizing the effective implementation of Directive No. 39-CT/TW of the Central Party Secretariat on improving the effectiveness of social policy credit in the new period.
The Congress discussed enthusiastically, frankly, democratically and unanimously approved the Report on the evaluation of the implementation results of the Resolution of the 5th Congress of the Central Committee for the Socialist Republic Party Committee, term 2020 - 2025.
The Congress has decidedly selected and elected the Executive Committee of the Central Committee of the Social Policy Bank for the 2025-2030 term, consisting of 30 comrades, ensuring reasonable standards and structures, who are outstanding comrades in political and ethical qualities, with leadership capacity, courage, and intelligence, meeting the requirements of the cause of building and developing the Social Policy Bank in the new period.
The Congress voted to pass the Resolution of the 6th National Congress, agreeing on the will and determination to implement the goal of "Improving the leadership capacity, fighting strength of the Party organization and the quality of the Party members, building a strong, comprehensive, and effective and efficient Central Committee of the Vietnam Bank for Social Policies. Develop the VBSP into an organization capable of autonomy and stable long-term development; maintain its role as a public financial institution implementing the Government's social policies, focusing on areas that financial institutions operating on market principles cannot meet or can only partially meet. Concentrate on sufficient resources, diversify capital mobilization channels to implement social policy credit programs in accordance with national target programs and the contents of the country's socio-economic development strategy", with a number of specific goals such as focusing on mobilizing capital to implement credit programs, ensuring that 100% of the poor and other policy beneficiaries in need and eligible are able to borrow capital and access products and services provided by the VBSP. The average annual outstanding growth of credit programs is about 10% and the rate of overdue debt is below 2% of total outstanding debt.
The Congress agreed to identify key tasks to realize the goals set out in the Congress Resolution during the term. At the same time, the 6th Party Executive Committee was assigned to receive comments on contributions, revise and complete the Action Program to implement the Congress Resolution to issue it officially and lead the implementation, striving to successfully complete the Resolution of the 6th Congress of the Vietnam Bank for Social Policies, term 2025 - 2030.
