Dak Nong province is focusing on resolving 96 projects that have not completed handover and settlement procedures. The main reasons are that investors are slow in handling legal procedures, contractors are slow in accepting and settling payments, and the responsibilities of some related agencies are unclear.
Many projects have dragged on for years, with leadership changes and lost documents, causing difficulties in acceptance and handover. The Provincial People's Committee has directed departments and branches to remove obstacles and speed up project completion.
Projects that have submitted documents to the financial authority require investors to coordinate in finalizing payments. Completed works/items need to complete acceptance and handover procedures soon. Projects lacking documents must make a specific list, propose a solution and report to the investment decision maker.
If the project is overdue or has not been completed after the extension period, the investor must report to the competent authority to consider stopping the project. In case the contractor does not cooperate, the file will be transferred to the competent authority.
The Provincial People's Committee requested to review the causes, develop a plan to overcome them in 2025, clearly identify responsibilities, progress, and implementing agencies for supervision. If the problem is beyond the authority, it must be clearly reported according to regulations and proposed solutions.
Projects that are late in acceptance, settlement, and handover but not reported will not be resolved, and the investor and relevant agencies will be responsible before the law.
