The inspection content focuses on the technical safety conditions of vehicles, fire prevention and fighting systems, life-saving and rescue equipment, professional certificates of captains and crew members; and at the same time requires maintaining smooth communication to promptly handle incidents.

The Ha Long Bay - Yen Tu World Heritage Management Board has also reviewed and requested small vehicle owners clinging to tourist boats selling goods on the street to sign commitments to comply with regulations, and at the same time resolutely handle and confiscate violating vehicles.

At the beginning of March 2026, Quang Ninh Provincial People's Committee directed a review of all technical standards for tourist boats in the bay, and at the same time arranged 24/7 on-duty forces to receive information and handle situations.

On March 26, 2026, Quang Ninh and Hai Phong signed regulations on coordination in managing inland waterway vehicles transporting passengers on Ha Long Bay and Lan Ha Bay, effective from April 1, 2026.
By April 3, the agencies of the two localities had met to agree on the implementation of regulations, including agreeing on technical safety standards, fire and explosion prevention, and requiring vehicles to install GPS/AIS journey monitoring systems to strengthen inter-sectoral inspections, ensure security and order, and protect the heritage environment.
In fire prevention and fighting and rescue work, in March 2026, the Fire and Rescue Police Department (Quang Ninh Provincial Police) organized many propaganda and training sessions for nearly 600 trainees who are ship owners, crew members and workers on tourist ships operating in Ha Long Bay and Bai Tu Long Bay.
Regarding health, from April 2, 2026, Quang Ninh Department of Health has arranged 24/24 hour on-duty teams at Ti Top Island with full equipment such as mobile ventilators, monitoring monitors, floating stretchers..., ready for on-site first aid and quick connection with onshore medical facilities.
The health sector will continue to train first aid skills for local forces, improving the ability to respond to incidents at sea such as accidents, drowning, and heatstroke.

Mr. Vu Kien Cuong, Deputy Head of the Ha Long Bay - Yen Tu World Heritage Management Board, said: To ensure safety in tourism activities, vehicles operating in the bay must fully comply with the regulations in Circular 66/2025/TT-BXD of the Ministry of Construction on technical safety and environmental protection requirements for tourist accommodation boats, floating restaurants, and floating hotels.
Quang Ninh province is also establishing a standing inter-sectoral team on the bay, each shift of about 15 people, including police, military, border guard and medical forces, to proactively respond and ensure safety for tourists.
