Lao Dong Newspaper has a series of articles reflecting on the Quang Binh Health Education - Communication Center project (Dong Hoi ward, Quang Tri province) that has been "shelved" for many consecutive years, and now, this project has been restarted.
On September 16, Lao Dong Newspaper reporters recorded at the construction site of the Quang Binh Health Education - Communication Center project, many workers are urgently carrying out construction items.
Outside, the construction force painted the fence and the exterior of the project; inside, the stages of pulling electricity, painting and completing each item were also implemented synchronously.

Mr. Nguyen Thanh Hai - representative of the contractor of Hai Huyen Company Limited said that the project has been restarted since mid-August 2025, so far the completed volume has reached about 30% of the plan.
"We are focusing on painting and repairing degraded items and striving to complete and hand over the project for use before December 31, 2025" - Mr. Hai informed.
According to the leader of the Quang Tri Department of Health, the unit had previously terminated the contract with the old contractor and approved the bidding for the remaining volume.


The construction package for the main house block and auxiliary items has a total value of more than 8.8 billion VND. The capital is arranged from the provincial budget, the package implementation period is 120 days, ensuring the progress and quality of the project.
As reported by Lao Dong Newspaper, the Quang Binh Province Health Education - Communication Center project (now Quang Tri) was approved on October 30, 2015 by the People's Committee of Quang Binh province. The project is built in Dong Hoi ward.
The scale and capacity of the main building is 5 floors, with enough space for working and professional work for the center's staff and auxiliary items; construction started in 2017 but has not yet been completed and put into use.
The total investment is 49.3 billion VND from the central budget and the provincial budget. The implementation period is from 2016-2020, then extended to 2022. And from then until August 2025, the above project was still "shelved" leading to it not being able to come into operation.
