Uncooperative contractor
The Quang Binh Province Health Education and Communication Center project started in 2017 with a total investment of 49.3 billion VND, but has not yet been completed.
At the meeting of the People's Committee of Quang Binh province on the socio-economic situation in January 2025, Director of the Department of Health Duong Thanh Binh said that the Department had many working sessions with the Project Management Board and Contractors to promote progress.
However, the contractor has not cooperated throughout the year. To remedy this situation, the Department of Health requested the contractor to return to work and complete the violation handling procedures to recover the project and implement the next steps.
The biggest difficulty at present is that some projects have been completed but payment documents have not been completed. The acceptance of the project has not been agreed upon by all parties, causing the progress to continue to stagnate.
Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu said that the Provincial People's Committee has submitted to the Provincial People's Council additional adjustments to the project, increasing the budget. However, according to the principle, procedures must be completed with the old contractor, then the project can be continued in the next phase with the new contractor, but so far it has not been completed.
Faced with this situation, the Provincial People's Committee has requested the investor and the project management consultant to complete the old part in the first quarter of 2025 so that the new part can be implemented. If this is not possible, the Provincial People's Committee will use legal measures to ensure that the project is completed as planned.
Additional capital from provincial budget
This project was approved by the People's Committee of Quang Binh province on October 30, 2015, located in Dong Phu ward, Dong Hoi city. The project has a scale of a 5-storey main building, fully arranged with working space and professional operations for officials and civil servants in the industry. The investor is the Quang Binh Department of Health, the project consultant is Hung Dung Construction and Trading Company Limited, while the Quang Binh Province Civil and Industrial Construction Investment Project Management Board is responsible for management.
The project was originally scheduled to be completed in the 2016-2020 period but was delayed and extended to 2022. However, since then, the project has remained “covered”, overgrown with grass, with no signs of construction. The rough construction has been completed, but many items such as floor tiling and exterior tiling have not been completed.
According to information from the People's Council of Quang Binh province, the main reason for the project's delay is that the implementation process encountered many objective and subjective problems. The project did not meet the disbursement schedule and had its capital withdrawn by the central government. Therefore, it is necessary to supplement the provincial budget and adjust the project implementation time so that the investor has a basis to complete the project, ensuring the approved project objectives and effectiveness.
