On December 14, the Management Board of the Ba Ria - Vung Tau Regional and Agricultural Transport Project (HCMC) said that it is preparing procedures to hold a groundbreaking ceremony for the project to upgrade and expand Hoi Bai - Phuoc Tan road (DT992), scheduled to take place on December 19.
This is one of the key road transport projects of Ho Chi Minh City, expanded from 16 m to 72 m, about 8.8 km long on the existing Hoi Bai - Phuoc Tan route (through Tan Hai ward and Chau Pha commune), with a total investment of nearly VND 3,690 billion. The starting point will connect with the DT991B road project (about 1 km from National Highway 51); the remaining end will connect with the intersection of Bien Hoa - Vung Tau Expressway.
Previously, the People's Committee of Ba Ria - Vung Tau province (formerly) issued a decision to invest in upgrading and expanding Hoi Bai - Phuoc Tan road, from National Highway 51 to Bien Hoa - Vung Tau Expressway, in May 2024. Through the implementation of compensation procedures for site clearance, bidding, etc., the project has now ensured the conditions for starting construction according to regulations.

According to the Ba Ria - Vung Tau Regional Traffic Project Management Board and the agricultural sector, this is a vital artery of the area. After completion and putting into use, a synchronous traffic network will be formed, connecting the Cai Mep - Thi Vai seaport area with the Bien Hoa - Vung Tau expressway (through the DT991B route under construction), reducing pressure on the overloaded National Highway 51.
Thereby, contributing to the effective exploitation of the Bien Hoa - Vung Tau expressway after its inauguration; reducing the load on National Highway 51 which is currently overloaded; opening up new development space for urban areas, industry, and seaports in the eastern area of Ho Chi Minh City.
