Accordingly, the Hanoi People's Committee has assigned the Department of Construction to study and prepare a report proposing an investment policy for the project to build a bus shelter system in the area in the period of 2026 - 2028. The capital source for project implementation is from the city budget.
The Department of Construction is assigned to review bus routes in stable operation, determine locations for building waiting rooms in accordance with the current situation and planning; ensure efficiency and savings in investment.
Relevant departments and branches such as: Department of Finance, Department of Planning and Architecture, Department of Agriculture and Environment; People's Committees of districts, towns; State Treasury of Region 1 ... will coordinate with the Department of Construction to implement investment procedures, remove difficulties and obstacles to ensure progress, quality, and compliance with legal regulations.
According to statistics from the Hanoi Department of Construction, the entire bus network in the area currently has about 4,700 stops, but only 350 waiting rooms have been built, accounting for about 7.4%. The serious shortage of waiting rooms greatly affects the experience of passengers, especially in unfavorable weather conditions, thereby reducing the attraction of this type of public passenger transport.
In addition, the land fund for starting points, ending points, transit points, and priority lanes for buses is also limited, making the operation of the system difficult. At some locations, stops and waiting rooms were encroached, private vehicles parked on the road, preventing buses from entering and leaving to pick up and drop off passengers.
Investing in building a synchronous and modern waiting room system is expected to significantly improve passenger service conditions, encourage people to use public transport, contribute to reducing congestion and environmental pollution, gradually moving towards building a civilized and modern urban transport system according to the city's development orientation.
