Proposal to remove emergency stopping lanes on Ring Road 3 in Hanoi

The Traffic Police Department proposed a plan to remove emergency stopping lanes on Ring Road 3 in Hanoi to reduce overload and traffic congestion.

On the afternoon of September 16, the Traffic Police Department (CSGT) of the Ministry of Public Security said that, in the face of the situation that Ring Road 3 (Hanoi) is frequently overloaded, the Department proposed that the Hanoi Department of Construction study adjusting traffic organization, in the direction of organizing 3 lanes running in each direction, not arranging emergency stopping lanes; and at the same time lower the operating speed, ensuring uniform speed on the entire route.

Ring Road 3 is a vital traffic route of Hanoi Capital, directly connected to expressways, national highways and inner-city roads. Currently, each direction of the road on the route is organizing 2 lanes for driving and 1 lane for emergency stopping.

According to data, during peak hours and peak days, the traffic volume on Thanh Tri bridge and Ring Road 3 is about 122,606 vehicles/day and night, nearly 8.1 times the designed traffic volume. Frequent overloading puts great pressure on ensuring order, safety and smooth traffic on the route.

To contribute to reducing congestion, traffic accidents and improving the operational capacity of the route, the Traffic Police Department requests the Hanoi Department of Construction to preside over and coordinate with relevant units to study:

Redrawing paint lines, arranging signs, lanes, and routes;

Organize vehicles to circulate in 3 lanes in each direction, without arranging emergency stopping lanes;

Lower the operating speed, ensuring synchronous speed on the entire route.

The study of adjusting traffic organization is aimed at exploiting the existing road surface more effectively, ensuring convenient, safe, and smooth traffic and contributing to reducing accidents and traffic congestion on Ring Road 3.
