On November 5, according to information from the People's Committee of Lao Cai province, the unit has just submitted a document to the Standing Committee of the Party Committee of the Provincial People's Committee on the plan to arrange and assign working headquarters for agencies, organizations and units at 2 locations in the area.
According to the submission, regarding the current status before the merger of Lao Cai and Yen Bai provinces, the total number of working headquarters of provincial agencies and units implementing the arrangement was 27. Including 10 consolidated headquarters and 17 individual headquarters.
Regarding the work of moving and arranging work at 2 locations when arranging administrative units, Lao Cai Provincial People's Committee said that the review and synthesis of data on workers in the old Yen Bai province (factor 1) and the old Lao Cai (factor 2) to arrange working headquarters for agencies and units has not been accurate to date.

In addition, due to the lack of an official policy from the competent authority to decide on the arrangement of work at the two locations, agencies and units are still confused in arranging and assigning cadres, civil servants and public employees to perform the task of taking charge of the old Lao Cai and old Yen Bai provinces.
After 3 months of implementing the 2-level local government model, the number of cadres, civil servants, public employees, and workers moving to the first working facility has changed.
Therefore, it is necessary to develop a plan to rearrange working offices (mainly at offices 2) to ensure that offices are arranged and used to ensure standards and norms, avoiding waste.

According to the submission, Lao Cai Provincial People's Committee proposed 2 arrangement options. In which, option 1 proposes to arrange 1,706 cadres, civil servants, public employees, and workers to work at facility 2 according to the actual status, of which 1,067 people work at 6 consolidated headquarters and 639 people work at 10 individual headquarters.
After the arrangement, there will be 6 surplus block headquarters. To ensure the headquarters is not abandoned, degraded, or wasted, Lao Cai province plans to transfer the headquarters of the Provincial People's Committee's Citizen Reception Committee to Cam Duong Ward People's Committee for management and use.
The remaining headquarters will be temporarily assigned to the Department of Finance (Center for Investment Promotion, Trade and Enterprise Support of Lao Cai province) for management while waiting for handling.
For option 2, it is proposed to apply to the number of cadres, civil servants, public employees, and workers according to statistical reports of departments and branches sent to the Department of Finance for synthesis after receiving instructions from the Provincial People's Committee on reviewing and reporting the number of workers at facilities 1 and 2 to arrange working headquarters.
Of which, it is expected that 1,109 people will work at block headquarters and 620 people will work at individual headquarters...
According to the plan issued in May, Lao Cai province will move more than 2,000 cadres, civil servants, public employees and workers to the new provincial Political - Administrative Center in Yen Bai City (old Yen Bai province).
Among the mobilized cadres, there are 418 people from the Party and mass organizations and 1,728 people from the government sector, expected to be mobilized in 3 phases, completed in the fourth quarter of 2027.
