The People's Committee of Bac Ninh province has just sent a report to the National Assembly Standing Committee proposing specific mechanisms and policies for the relocation of relics within the framework of the investment project to build a road connecting Gia Binh airport with Hanoi capital (section through Bac Ninh province).
According to the People's Committee of Bac Ninh province, the investment project to build a road connecting Gia Binh airport with Hanoi capital (through Bac Ninh province) is part of a system of projects related to the Gia Binh International Airport project.
This is a national strategic infrastructure project, a vital link for air and road traffic, forming a driving force for economic development, creating a link between the Red River Delta, the Northern key economic region and the whole country.
The project is about 27.7 km long, with a cross-section of 120m, including 5 intersections, 5 river bridges, 9 cross-road overpasses, 3 overpasses across the main route... with a total project investment of about VND 47,607 billion.
Through the review, in the land area for the project connecting Gia Binh airport with Hanoi capital, there are 2 relics that have been ranked as provincial-level historical relics: Tam Son Communal House (Luong Tai) and Dong Co Communal House (Thuan Thanh).
Currently, there is no feasible plan to keep the relic in the project implementation area and it is mandatory to relocate all existing works within the project boundary.
However, the Law on Cultural Heritage (effective from July 1, 2025) does not have regulations on relocating relics to implement investment projects; at the same time, relocation of relics is not under the authority of the Government as prescribed in Article 90 of the Law on Cultural Heritage.
To ensure the progress of site clearance (especially for the relocation of Tam Son Communal House, Luong Tai Commune and Dong Co Communal House, Thuan Thanh Ward), the People's Committee of Bac Ninh Province respectfully requests the National Assembly Standing Committee to consider and report to the National Assembly to supplement specific mechanisms and policies applicable to the relocation of the two above-mentioned communes as a basis for implementation.
Specifically: During the implementation of compensation, support, resettlement and implementation of the Gia Binh airport construction investment project with Hanoi capital (through Bac Ninh province), the People's Committee of Bac Ninh province is allowed to move historical - cultural relics (levels); at the same time, responsible for coordinating with relevant agencies to move historical - cultural relics within the project implementation scope to appropriate locations, ensuring the preservation and promotion of the value of relics.
